Performs utility management duties, including but not limited to initiating, planning, executing, monitoring, controlling, and closing phases of utility relocations and new installations as required for the successful completion of capital improvement, interlocal governmental, and new development construction projects. Serves as a liaison with contractors, consultants, interlocal governmental agencies, and franchise utility companies. Serves as a non-supervisory backup to the CIP Manager.Applicants are required to attach a resume.

Essential duties and responsibilities may include, but are not limited to, the following:
Coordinates and leads various projects requiring utility relocations.
Serves as City of Georgetown Project Manager on various assigned projects.
Acts as a liaison between City of Georgetown Project Managers and utility owners to plan and facilitate utility relocations for COG projects, as well as new development.
Acts as a liaison between the City of Georgetown and interlocal governmental agencies to coordinate and facilitate the relocation of city owned utilities.
Prepares, assesses, and reviews scope of work, cost estimates, construction drawings, and contract documents for utility relocations and associated work.
Assists in the development, review, and approval of various interlocal and development agreements related to utilities.
Serve as single point of contact between COG representatives and all utility owners to facilitate plan reviews at key project milestones.
Create and maintain a tracking system to monitor and report on identified utility relocations
Supports right-of-way permitting review, tracking, inspections, and coordination between the City and various applicants.
Schedule and conduct regular coordination meetings between necessary parties to facilitate communication and mutual understanding of project schedules and constraints.
Meets with project engineers, consultants, and contractors to discuss design and design changes.
Interprets plans and assists with project schedule developments to anticipate conflicts and resolutions.
Proactively and regularly review and monitor all planned projects to identify potential utility conflicts
Create and maintain an active contact list from interlocal agencies, franchise utility companies engaged in utility relocation efforts.
Coordinates project activities and shares information with the public, City departments, consultants, and government agencies.
Ensures projects comply with local, state, and federal laws and regulations
Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Bachelor's degree from an accredited college or university. Five (5) years of full-time progressively responsible work experience in construction project management or performing duties consistent with the essential functions of this classification. Three (3) years of the required experience must have been in a lead or supervisory capacity. OR Any equivalent combination of experience, education and/or training that provides the required knowledge, skills, and abilities.
Up to one (1) year of required experience may be substituted with 30 semester hours in science or a related field, for a maximum substitution of four (4) years; additional education must be from an accredited college or university and include coursework in construction.
Knowledge of:
Real estate practices.
Design techniques, tools, and principals involved in technical plans and drawings.
Theory, principles, and practices of Civil Engineering as applied to planning and design, preparations of plans and cost estimates for project development.
Project management practices and principles.
TCEQ rules and regulations.
Contract Language
Contract drawings and specifications
Water, wastewater, storm drainage and street construction
Dry Utilities
Skill in:
Proficiency in standard office software.
Handling conflict and uncertain situations.
Problem solving while exercising good judgement.
Communicating effectively, both orally and in writing.
Evaluating contract agreements.
Establishing and maintaining good working relationships.
Interpreting legal descriptions of real estate easements and similar properties.
Negotiating with property owners to accomplish objectives.
Giving public presentations on the departmental projects.
Performing all facets of utility relocations such as coordination of demolition, inspection, security, soil testing, and site location.
Exercising good judgment, tact, and diplomacy in all public dealings.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three-year driving history.
TXDOT Local Government Project Procedures certification or within 18 months of hire.
Preferred License / Certifications
Licensed Professional Engineer
Engineer-in-Training (EIT) Certification
Project Management Professional (PMP) Certification
Registered Landscape Architect in Texas
TCEQ Water Distribution License
TCEQ Wastewater Treatment and/or Wastewater Collections License.
HMAC Certification.
Bridge Inspection Certification by TXDOT.
Embankment Inspection Certification by TXDOT.

Hiring Range: $79,417.00 - $99,486.40, annually.
