Terms of Reference

The UN Volunteer (Specialist) will work closely with colleagues across all units in UNHCR of the operation as well as with external partners on the issues of data and information exchange.

The main tasks and responsibilities of the UN Volunteer (Specialist) will be as follows:
• Support the units to respond to the data and information management needs of the operation, including the training of staff in the use and interpretation of dashboards and other UNHCR corporate applications and tools.
• Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the Inter-Agency Standing Committee Common Operational Datasets.
• Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
• Collect, collate and process information and perform data quality and consistency control. Analyse and visualize collected data.
• Generate summary/statistical reports according to the standard reporting format, as well as reports, charts and tables as required by management.
• Maintain protection presence and monitoring through regular field missions and reports, making direct contact with people UNHCR works with, host communities, local authorities and partners.
• Perform other related duties as required.

16. Required skills and experience:
• Experience with setting up and monitoring/managing projects that involved data analysis and multi-stakeholder coordination is an asset, as is experience working in the UN or other international development organization;
• Experience with handling confidential data and demonstrated understanding of different data collection methodologies;
• Good data analysis and management skills;
• Good IT skills and digital literacy; Computer literacy is essential.
• Knowledge of UNHCR and interagency policies, standards, programmes and humanitarian operations in Bulgaria is an asset, as is experience working in the UN or other international development organization.
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
• Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment;
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
• Sound security awareness;
• Have affinity with or interest in inter-agency coordination, protection and solutions for forcibly displaced populations, volunteerism as a mechanism for durable development, and the UN system.

 

Standard Job Description

Data Management Assistant

Organizational Setting and Work Relationships
The position is normally supervised by a Professional or Senior General Service staff member who provides the incumbent with regular guidance and support. The position has no supervisory role.
Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are not frequent. In the Field locations, under supervision of the manager, the incumbent may play a liaison role with the national and local authorities for gathering and exchange of data.

Duties
- Enter data mainly related to asylum seekers, refugees and persons of concern to UNHCR into the computer database.
- Contribute to the preparation of reports and project documents by providing information, preparing tables and drafting routine correspondence and reports.
- Update and maintain existing databases and generate various statistical reports.
- Assist in the development of forms for data collection and analysis, if requested.
- Act as interpreter in the exchange of routine information and translate routine documents and correspondence as and when required.
- May be required to undertake field trips to project sites.
- Decide on the data recorded in database.
- Decide on appropriate resolution to incidents and escalate issues to the supervisor if incident cannot be resolved within the scope of responsibility.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.
