Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a UNIT DEPLOYMENT MANAGER, Position Description Number D3022000 and is part of the NE 155 MXS, National Guard.

Major Duties:

  • As a UNIT DEPLOYMENT MANAGER, GS-0301-9, duties include: 1. Deployment Planning and Execution: Plans, organizes, and oversee all unit-level deployment activities. Configures and maintains functional Unit Type Codes (UTCs) as postured by MAJCOM Functional Area Managers (FAMs) using authorized unit resources. Notifies the Installation Deployment Officer (IDO) and MAJCOM FAM of UTC shortfalls due to manpower or equipment changes. Monitors UTC/UMD alignment and notifies leadership of mismatches. Develops workload mitigation plans to maximize deployable capability. Reviews deployment documents to identify personnel and equipment taskings. Executes deployment operations on behalf of the unit commander and supports base mobility exercises. Coordinates Time Phased Force Deployment Data (TPFDD) taskings through the Installation Deployment Readiness Center (IDRC) and submits personnel named. Validates personnel eligibility based on DAV codes, clearances, AFSC, skill levels, and Component Remark Codes. Ensures compliance with UTC Mission Capability (MISCAP) Statements and submits shortfalls with documentation as required. Works with unit personnel to tailor packages for contingency and exercise deployments. Uses Logistics Module (LOGMOD) to track unit status. Schedules deployment/redeployment processing with the Installation Personnel Readiness (IPR) office and ensures smooth personnel flow. Supports communications during deployment. Maintains deployment equipment readiness. Coordinates movement with IDO and Traffic Management Flight for AFFORGEN taskings. May manage and operate the Unit Deployment Control Center (UDCC) during exercises or contingencies. (40%) 2. Readiness Tracking and Reporting: Performs analysis activities. Establishes metrics and systems to assess deployment efficiency, effectiveness, and compliance. Analyzes combat capability through training, equipment, manning, and leadership evaluations. Reviews data to identify deficiencies and takes corrective action. Manages unit readiness reporting through the Defense Readiness Reporting System (DRRS). Assists the unit commander with DRRS resource and capability assessments and Unit Type Code (UTC) assessments in Deliberate and Crisis Action Planning and Execution Segments (DCAPES). Verifies the commander's monthly submissions. Takes corrective action on any Authoritative Data Source discrepancies affecting readiness assessments. Postures UMD billets to UTC positions in DCAPES. Recommends and corrects AFFORGEN Employment Force Indicator (AEFI) codes. Supports MAJCOM FAMs in UTC validation and reports unit capability status. Evaluates UTC package composition and recommends changes based on unit capability. Provides readiness trend data and analysis to leadership. (25%) 3. Personnel Deployment Readiness: Ensures unit members and deployable equipment maintain a constant state of readiness. Verifies that personnel meet Air Force, Combatant Command, and theater-specific deployment requirements. Manages unit deployment operations in coordination with the Installation Deployment Readiness Center. Identifies and tracks pre-deployment requirements, including Component Remark Codes (CRCs) and Foreign Clearance Guide actions. Monitors readiness using the AFFORGEN-Connect Commanders Toolkit and Military Personnel Data System. Maintains electronic Deployment Readiness Checklists (e-DRCs) and Air Force Deployment Folders (e-AFDFs). Conducts reviews and ensures checklist accuracy. Trains personnel on e-DRC/e-AFDF use and verify AFFORGEN-Connect account creation. Identifies and tracks pre-deployment training such as RAT, RTA, CBRN, weapons qualifications, and work center-specific certifications (e.g., Classified Courier, Deployed Custodian). Coordinates DAV waivers and medical readiness. Ensures ISOPREP completion and PRMS entry prior to departure. (25%) Performs Other Duties as Assigned.

Qualifications: NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the Nebraska Army National Guard. Selectee will be required to wear the military uniform daily. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. AREA 4: All qualified candidates eligible and willing to become a member of the Nebraska National Air or Army National Guard prior to the effective date of hire. Military Grades: Maximum: E7; Minimum: E5; Military Grade inversion within the full time work forces is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised. Compatibility will be followed in accordance with 32 USC 709(b) and 10 USC 10216. Compatibility requirements must be met prior to appointment to the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-09: 1 year specialized experience, education or training equivalent to at least the next lower grade level.
