Job Summary
The Community Planning, Space Management & Facilities Optimization Manager serves as the installation’s senior advisor, technical expert, and program manager for community planning, space utilization, facility optimization, and long-range installation development. This role integrates USAF planning standards, host-nation regulatory requirements, and UABOS contract requirements to ensure the installation’s Built & Natural (B&N) asset portfolio supports mission priorities and remains compliant with all Air Force, DoD, NATO/SOFA, and Turkish regulatory frameworks.
The Manager oversees installation development planning, land-use compatibility, space planning, real property–related planning functions, and portfolio optimization in alignment with UABOS PWS (Portfolio Optimization & Project Programming), (Design), and (Technical Services) requirements. The position requires strong strategic planning capabilities, technical judgment, contract interpretation skills, and the ability to coordinate across U.S. Air Force, host-nation, and contractor organizations.
The position reports to the Civil Engineering – Installation Management – Chief of Real Property, Estate & Planning Management.
Roles and Responsibilities
Community & Installation Planning
- Lead the development, maintenance, and execution of Installation Development Plans (IDPs), district plans, sub-area studies, and long-range planning documents.
- Conduct land-use analysis and assess encroachment risks, noise zones, Air Installation Compatible Use Zones (AICUZ), aircraft accident potential zones, and airfield/airspace criteria.
- Ensure all planning efforts comply with AFPD 32-10, AFI 32-1015, DAFI 32-9000 series, applicable USAFE guidance, and host-nation (HN) requirements.
- Coordinate EIAP, environmental siting requirements, and integration of resiliency, environmental, transportation, utility, and infrastructure considerations into planning studies.
- Prepare siting analyses, waivers, and supporting documentation for mission growth or facility development initiatives.
Space & Facility Optimization
- Manage the installation Space Utilization Program, ensuring compliance with.
- Maintain and utilize the Space Utilization / Space Use GIS Tool, ensuring updates no later than one month after any change in space use.
- Review, validate, and recommend approval/disapproval of customer space requests and prepare documentation for facilities boards and leadership decision authorities.
- Assess occupancy, consolidation, utilization rates, and optimization opportunities to support restoration, modernization, and MILCON programming.
- Provide portfolio-level analysis supporting capital investment, reallocation, consolidation, demolition, and siting actions.
Technical Services & Geospatial Coordination
- Oversee mapping, geospatial data, CAD drawings, and facility documentation IAW PWS (Technical Services) .
- Manage AutoCAD drawings, geospatial files, and SDSFIE-compliant data inputs supporting planning and RP processes.
- Coordinate with the GeoBase Manager on spatial data accuracy, linear segmentation updates, and participation in the Geospatial Working Group (GWG).
Portfolio Optimization, Programming & Integration
- Support AFCEC, USAFE, and 39 CES in programming, planning, and prioritization of new construction, repair, and maintenance projects.
- Integrate IDP inputs, Sub-AMP requirements, and installation risk assessments to shape investment strategies.
- Prepare and manage BCAMP contributions, planning documents, and investment recommendations for submissions to Headquarters and AFCEC.
- Conduct life-cycle cost evaluations and long-term asset performance analyses to support portfolio decisions.
Coordination, Representation & Stakeholder Engagement
- Serve as a senior liaison with:
- U.S. Air Force (39 CES, USAFE, AFCEC, AFIMSC Det–4)
- Host-nation authorities
- NATO, SOFA, DECA partners
- Other DoD agencies and contractors
- Represent the installation in regional planning boards, community planning workgroups, technical working groups, and Facilities Board Working Groups (PWS 3.12.11).
- Prepare and deliver high-level briefings, plans, and presentations for senior leadership.
Program Administration & Compliance
- Ensure planning, programming, and space management compliance with:
- PWS Installation Management & Engineering Sections
- AFPD 32-10, DAFI/AFI 32-1001, 32-9000 series
- Host-nation laws and DECA
- Environmental, safety, and engineering standards
- Maintain accurate records, documentation, project files, decision packages, and presentations.
- Contribute to MICT, IG, EMS, SAVs, and UEI requirements as they relate to planning and space management.
- Daily use of analytical skills in space planning, land-use planning, portfolio optimization, and project programming
- Daily interpretation and application of UABOS PWS contractual requirements, AFIs, DODIs, and host-nation policies.
- Safety awareness and familiarity with Turkish Safety Laws and/or OSHA principles.
- Daily use of advanced computer skills (Microsoft Office Suite and other tools) to develop professional reports, presentations, and project documentation.
- Daily use of organizational and multitasking abilities with a focus on detail, accuracy, and quality of work
- Communicate effectively with clients, colleagues, and government officials via telephone, computer, and in-person
- Conduct field surveys, site visits, and condition assessments.
Basic Qualifications
- Turkish citizenship
- Bachelor’s degree in Architecture, Architectural Engineering, Community Planning, Urban/Regional Planning, Civil Engineering, or Real Property/Estate Management from an accredited university.
- Minimum 5 years of professional experience in community planning and master planning.
- Minimum 5 years of professional experience in space management, facility planning, real property, or asset portfolio management in government, military, or large institutional settings.
- Experience in the formulation of plans, strategies, and procedures necessary to conduct the installation comprehensive planning process.
- Experience with AutoCAD or equivalent design/technical software.
- Fluent in English (minimum Level III – Read/Write/Speak/Comprehend).
- Valid “B” Class driver’s license.
Preferred Qualifications
- Knowledge of USAF/DoD planning frameworks, including IDPs, BCAMP, AMPs/Sub-AMPs, and AFI/DAFI 32-series programs.
- Experience with USAF ACES/NexGen IT (TRIRIGA) or other real property/asset management systems.
- Three (3) or more years of experience performing building inventories, space surveys, and utilization assessments.
- Working knowledge of AFI/DAFI 32-9000 real property series and AFI 32-1001 operations and facility management requirements.
- Experience working jointly with U.S. military, host-nation partners, and multinational stakeholders.
- Prior involvement with AICUZ, airfield planning, and airspace planning programs.
- Certification in facilities management or real property (e.g., IFMA, FMP, CFM, PMP).
- Experience in noise management, land-use compatibility analysis, and encroachment prevention.
- Familiarity with NATO/SOFA/DECA planning frameworks.
- Direct experience preparing planning studies, siting packages, and waiver documents.
