Program Summary

KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and several bases in Turkey. Our services ensure smooth operations, allowing Air Force and government personnel to focus on their missions. We provide program management, civil engineering, morale, welfare, and recreation support, among other essential services. Awarded by the Air Force Installation Contracting Center, our contract spans a five-year base period with three one-year options, reflecting our commitment to excellence and operational support.

Job Summary

The Civil Engineer (CE) Chief of Operations is responsible for providing quality and cost-effective facility and infrastructure maintenance, heavy repair, material acquisition and assistance to CE customers. 

The Chief of Operations will lead the operational shops, Production Control, Material Control and Requirements and Optimization (R&O) to operate, maintain, inspect, repair, overhaul, install, construct, demolish, and logistically support real property, infrastructure systems, Real Property Installed Equipment, Equipment Authorization Inventory Data/Document, and Non-Real Property Equipment/System.

Coordinates closely with the Chief of Design and Chief of Installation Management deconflict schedules and activities to ensure efficient and on-time completion of projects. 

Roles and Responsibilities

  • Provide daily accountability for all CE Operations personnel. 
  • Ensure all employees are briefed on Safety practices for the jobs being performed. 
  • Coordinate with the shops and production control to ensure Work Tasks are completed within Performance Work Statement (PWS) quality and time requirements.
  • Give advice and assistance on Work Task priorities based on the PWS, Air Force standards and personal experience. 
  • Manage material requests and coordinate with material control to ensure the shops have equipment, tools and parts to perform the tasks safely, and efficiently.   
  • Provide reports and updates on work completion status daily, weekly, monthly, quarterly and annually. 
  • Hold meetings to pass on and receive information to the sections and shop leaders.  Attend design and construction meetings to provide insight and recommendations on projects and base activities.      

Basic Qualifications

  • Must have or be able to obtain a U.S. SECRET Clearance
  • Shall have fifteen years’ experience (8 of the 15 years in supervision/management) in real property operation, maintenance and repair of facilities, infrastructure systems, pavements and grounds. Shall have USAF installation level working experience.
  • Must possess an associate degree or higher in a related field.
  • Knowledgeable and Proficient in Microsoft Office programs.  

Preferred Qualifications

  • Should have a U.S. Driver’s License
  • Able to communicate in Spanish.
