The Treasury Relations and Support Office (TRSO) is the Federal Reserve System’s (FRS) national product office that oversees fiscal agency services provided by the Federal Reserve Banks for the U.S. Treasury (Treasury). The TRSO is looking to fill a key role that will support the TRSO’s Enterprise Architecture and Strategy function under the guidance of the Treasury Chief Information Officer (T-CIO).
This position will support program executives, working closely with architects and technology leaders to coordinate the planning, execution, monitoring and delivery of a variety of TRSO initiatives in partnership with the Federal Reserve Banks and Fiscal Service. This role will provide the opportunity to influence, facilitate discussions, consult, and work with executive leadership in formal (e.g. representing the TRSO or FRS Treasury Support on various workgroups) and informal (e.g. general consultation) capacities.
TRSO architects play a crucial leadership role across the entire FRS Treasury Support portfolio and must demonstrate a strategic, action-oriented mindset focused on innovation, agility, accountability, security, collaboration and the ability to drive enterprise initiatives across multiple domains and business lines. This role will drive key initiatives associated with the FRS Treasury Support enterprise technology roadmap by serving as a critical technical thought leader, partnering with Fiscal Service, System, and Treasury stakeholders to align technology strategies with business objectives and ensure that the organization’s architecture supports scalability, reusability, security and innovation.
You will define strategic direction of technologies, standards, processes and target state architectures and guide the organization to incorporate architecture design patterns, enterprise best practices and standards. You will report to the Vice President of TRSO Enterprise Architecture and Strategy.
Responsibilities:
- Lead cross-district workgroups and establish effective frameworks and mechanisms for bidirectional communication flow from these workgroups to stakeholders and technical teams. You are accountable for facilitation of stakeholder technical discussions, building consensus across groups with competing priorities and divergent perspectives. You will ensure that the enterprise viewpoint, as defined by the T-CIO, is represented across the portfolio.
- Serve as a translator between FRS Treasury Support enterprise technical decisions and delivery/business stakeholders.
- Enhance forward-looking technical roadmaps, ensuring required architecture runway, alignment to business product roadmaps and ensure technology direction maps to business and T-CIO outcomes. Embrace enterprise mindset of solve once, reuse many and common where possible, unique only where necessary.
- Lead technical discussions, provide architectural guidance and influence technology decisions.
- Deliver FRS Treasury Support enterprise architecture artifacts, perform reviews on proposed architectural artifacts, and obtain appropriate approvals to memorialize the suite of architectural artifacts.
- Collaborate closely with Product Owners, Technology Leaders, developers, architects, partners, peers and business users in the design and delivery of technology business solutions.
- Demonstrate strong decision-making and problem-solving skills to effectively manage conflicting priorities and diverse stakeholder needs, ensuring alignment with enterprise goals while maintaining timelines and partnerships with Fiscal Service.
- Ensure the incorporation of robust security protocols and FISMA compliance in architectural artifacts and decision-making.
- Provide data-driven technical leadership using metrics, dashboard and information radiators to make data visible, transparent and solution focused.
- Represent the TRSO and FRS Treasury Support in Treasury and Federal Reserve System Workgroups.
- Track and maintain progress throughout the lifecycle of various efforts/initiatives. Provide insights to Treasury, TRSO and Federal Reserve System (FRS) management and staff.
Qualifications:
- Bachelor’s or Master’s degree in Computer Science, Information Technology or related field
- 5+ years of experience in architecture, solution design and large-scale technology implementations in complex, highly regulated environments.
- Deep understanding of modern technology stacks, cloud platforms (AWS preferred), data governance and enterprise software solutions.
- Experience with architectural frameworks such as TOGAF.
- General understanding of the cyber security threat landscape and controls in a highly regulated GovCloud environment. An understanding of AWS security architecture to enable design of solutions and integrations with least privilege across services, resources and data.
- In-depth experience implementing highly complex technology projects in a cross-functional matrix environment with demonstrated ability to drive consensus and deliver results. Examples of leading through influence and successfully resolving conflicting priorities.
- Strong communication and collaboration skills, including translating technical topics and risks into business teams. Ability to personalize communication to audience from technologists to executive leadership.
- Clear technical writing skills demonstrating an ability to articulate technical principles and practices in a concise manner that is consumable by delivery teams and stakeholders. Preferably leveraging the Atlassian product suite.
- Demonstrated knowledge of and leading adoption of industry best practices in the areas of application development, solution architecture, agile methodologies, cloud development, cybersecurity. Industry-related certifications in one or more of the above areas are desired.
- Ability to travel (10%)
- Ability to obtain Security Clearance which requires US Citizenship.

Salary: $120-165k
