Travel: Quarterly travel within the district. Annual overnight travel for grant purposes.

Positions Supervised: Direct: Full-time TRIO support specialist and part-time TRIO assistant

LOCATION: Green Bay

STANDARD HOURS: 40 hours per week. Typical hours Monday - Friday 8:00 am -5:00 pm; Flexibility required to include other evening and/or weekend hours, as necessary.

STARTING PAY RANGE: $69,344 - $73,197 per year

*Salaries/Wages for all finalists (internal and external) will be placed within the range based upon education, experiences, current wages, and internal equity.

POSITION SUMMARY

The TRIO SSS Program Manager provides strategic leadership and operational oversight for the federally funded TRIO Student Support Services project and manages a caseload of students at Northeast Wisconsin Technical College (NWTC). This program is designed to increase postsecondary credential completion among first-generation, low-income students, and students with disabilities who are enrolled in technical diploma or associate degree programs and have an academic need. The Program Manager ensures the program meets its objectives through evidence-based strategies, data-informed decision-making, and collaborative engagement with campus and community partners.

ESSENTIAL FUNCTIONS

  • Administer the TRIO SSS grant in accordance with U.S. Department of Education regulations.
  • Ensure all services and activities align with the program’s mission to improve GPA, persistence, credential completion, and transfer rates.
  • Prepare and submit required documentation, including Annual Performance Reports (APR) and grant renewal applications.
  • Lead the development and implementation of proven strategies to support 140 eligible students annually.
  • Manage a caseload of 40 students for direct services.
  • Collaborate with support services including, but not limited do, advising, tutoring, mentoring, advising, financial empowerment, and career exploration.
  • Identify, select, and retain project participants, prescribing appropriate assessments and interventions.
  • Supervise TRIO staff and foster a culture of excellence and student advocacy using coaching practices.
  • Engage in ongoing professional development aligned with NWTC and TRIO goals.
  • Track key performance indicators and use data to evaluate program effectiveness and guide continuous improvement.
  • Contributes to the promotion of TRIO SSS across campus and in the community to increase awareness and engagement.

MINIMUM QUALIFICATIONS AND WORK EXPERIENCE

  • Bachelor’s degree required in education, business, human services or a related field.
  • Minimum of 2 years’ related experience required, providing leadership for programs and services related to student retention and success, preferably comprehensive wrap-around services for under-represented and under-resourced individuals. Should possess budget management, event development and implementation, and data collection and analysis skills.
  • Strong leadership, communication, and organizational skills.
  • Must hold a valid driver’s license and be insurable under the district’s standard insurance policy terms.

**An equivalent combination of education and work experience may be considered.

**Preference may be given to graduates of any of the seven Federal TRIO programs targeted to serve and assist low-income individuals, first-generation college students, and individuals with disabilities (including SSS, Veterans Upward Bound, etc.) or a former member of a Boys & Girls Club.

Preferred Qualifications:

  • Master's degree in education, business, human services or a related field preferred.
  • Demonstrated experience in grant management, student support services, and/or program evaluation preferred.
  • Microsoft Office Suite: experience with student information management systems preferred.

  • Visual and Auditory: Ability to read documents and communicate effectively with students and staff.
  • Light Lifting: Capability to lift and carry materials weighing up to 25 pounds.
