The primary purpose of this position is to serve as a transportation deployment specialist, responsible for the management of cargo and passenger functions in support of units subject to deployment and operational missions.

Major Duties:

  • Participates in the development and evaluation of transportation deployment training programs, Analyzes training requirements; develops lesson plans-, course outlines, and evaluation instruments. Provides technical assistance to the Installation Deployment Officer (IDO) and chief of the Deployment Control Center (DCC) in the analysis of Deployment operations for base tenant organizations during exercises, deployments and re-deployments. Assists the IDO in directing trained Augmentees during deployment exercises or actual deployments in the administration and implementation of Cargo Deployment Function. Works with the Cargo and Passenger Terminal personnel in coordinating the transportation functions supporting deployment and operational missions, Using appropriate documentation, boards aircraft and off-loads all appropriate cargo for destination. Performs duties as· a Passenger Service Representative, As a member of the Passenger Reservation Center (PRC) will pull the pre-manifest, and coordinate with upline/downline PSC's when additional seats are required.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 2101. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the installation's transportation deployment programs. Knowledge of publications such as AFMAN 24-204, AFI 10-403, and DoD 4500.9R, transportation industry policies, concepts, and procedures affecting all modes of transportation. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations. Knowledge of and skill in loading and arranging cargo properly onto the vehicle using appropriate tie-downs such as chains and straps for safe. transport. Knowledge of and skills in the operation of cargo loaders (25-60 K-loaders) and forklifts (6-lOK). Knowledge of the height, weight, width, and length of vehicles in order to judge overhead and side clearance, the turning radius, braking distance, and safe distance to be mai1.1tained from other vehicles. Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of transportation industry policies, concept, and procedures affecting all modes of transportation within the Department of Defense and commercial transportation system, including the concept of Aerial Port of Embarkation (APOE) and Aerial Port of Debarkation (APOD) operations 2. Knowledge of proper handling of sensitive and hazardous cargo in addition to transportation restrictions and requirements pertaining to hazardous cargo, deviations and exceptions including labeling, placarding, and certification requirements and procedures. 3. Knowledge of aircraft load planning, and load compatibility with both civil and military transport aircraft and surface terminal operations. 4. Comprehensive knowledge of the management and preparation of detailed training programs and plans to affect the implementation of established policies and goals of the transportation deployment responsibilities. In-depth technical knowledge of principles and processes of the Instructional System Development (ISD). 5. Detailed knowledge of policies, deployment programs, regulations, directives, and deviations authorized during contingencies, in order to manage and direct the operations of the base transportation deployment program. 6, Knowledge of and skill in operating material handling vehicles (25-60 K-loader, 4-l0K Forklifts) and passenger vehicles. Knowledge of passenger eligibility and proper procedures for processing passengers on military missions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
