Naval Station Mayport is located along the St. Johns River in Duval County, Florida. It covers 3,409 acres and is the third-largest naval surface fleet area in the U.S. Since it opened in 1942, it has become a key hub with a harbor for 34 ships and a runway for most Department of Defense aircraft.

MCSF-BI covers 911 acres on the eastern side of Blount Island, plus an extra 333 acres nearby. This facility is vital for keeping Marine Air-Ground Task Forces ready. MCSF-BI has a deep-water slipway and direct access to the Atlantic, allowing for quick loading and unloading of the largest Maritime Prepositioning Force ships. This helps deploy combat vehicles and supplies.

Job Summary

The Transportation Manager is a mandatory Key Personnel position responsible for the overall oversight, coordination, and optimization of all Transportation services at Naval Station Mayport and outlying areas. This role encompasses the entire industrial transportation program, including vehicle and equipment maintenance, operation (dispatching, fuel delivery), repair, alteration, and management of Non-Tactical Vehicles and Equipment, Material Handling Equipment, and Weight Handling Equipment. The TM ensures that all services are performed safely, efficiently, and in continuous compliance with federal regulations, contract requirements, and organizational policies.

Roles and Responsibilities

  • Oversee and manage all transportation operations, including fleet management, driver supervision, and logistics planning.
  • Develop and enforce policies, procedures, and standard operating practices for efficient and safe transport operations.
  • Manage transportation budgets, procurement, and maintenance schedules for vehicles and equipment.
  • Address operational issues and implement corrective actions to maintain safety, compliance, and mission readiness.
  • Lead efforts to train personnel on regulatory compliance, safe driving practices, cargo handling, and hazard mitigation.
  • Develop and implement emergency response and contingency transportation plans.
  • Coordinates and recommends all department improvements to better utilize assets and personnel where needed.
  • Monitors and calculate equipment requirements to maintain budget status.
  • Develop and implement a comprehensive industrialized transportation program consisting of NTVE, MHE, and WHE management, operations, maintenance, repair, and alteration
  • Monitor performance metrics, address operational issues, and implement corrective actions to maintain safety, compliance, and mission readiness
  • Oversee coordination of required maintenance and repair for GSA-leased vehicles

Basic Qualifications

  • Bachelor’s degree in Logistics, Transportation Management, Business Administration, or a related field, or equivalent combination of education and experience.
  • Minimum of 5 years’ experience in managing Transportation Operations in projects of similar size, scope, and complexity.
  • Proven experience managing large-scale transportation operations in government contracting, military, or highly regulated environments.
  • Proficiency in transportation management software, GPS systems, and data reporting tools.
  • Must be well versed in Operations, Maintenance and Administration area, functions of an industrial, commercial transportation program.
  • Must have a valid social security card, driver’s license, and birth certificate
  • US Citizen
  • US Passport with minimum one plus year validity remaining
  • Must be able to pass a pre-employment background check and drug screen.

Preferred Qualifications

  • Safety and compliance certifications such as DOT, OSHA, or HAZMAT.
