The primary purpose of this position is to develop, deliver, administer & evaluate special operations focused curriculum professional military education programs; maintain currency & expertise in specific joint military or interagency operational subject areas; & research, analyze & publish on critical Joint Special Operations Forces (JSOF) issues & operations.

Major Duties:

  • Conducts curriculum development, course instruction, topical research, scholarly analysis and program evaluation for special operations education. Performs extensive critical analysis and tailored research that supports the learning outcomes of the incumbent's area of subject matter expertise. Presents Joint Special Operations doctrine, strategy, and operational curriculum to various Joint SOF Headquarters, Professional Military Education Schools, the Joint Staff, Combatant Commanders staffs, military services and agencies, OSD, and other USG agencies and, when directed, to equivalent levels and units of designated International Partners. Organizes, participates in and leads working groups, special study task forces, and research teams; prepares and/or reviews position papers and other necessary documents for negotiations between USSOCOM senior officials and their counterparts in DOD and other military services. Reviews current developments concerning assigned area(s) of responsibility on a frequent basis.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of advanced concepts and principles of military education as well as expert knowledge on a broad range of Joint Special Operations doctrine, strategy, and operations including current issues in the national defense community. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of special operations or interagency subject matter areas and issues that directly impact current or future Joint Special Operations doctrine, strategy, concepts of operations, operational procedures or systems and other functional issues. 2. Knowledge of US defense policy, national military/security strategy, history of Special Operations Forces, illustrative military operations, organizational structures, command and control mechanisms, Multi-National Special Operations Forces and the capabilities/application of Special Operations Forces across the spectrum of conflict. It is desirable to possess and advanced degree. 3. Knowledge at the expert level in one or more of the following subject matter areas: Joint SOF Doctrine/SOF Command and Control (C2) structure, SOF Air Operations, SOF Maritime Operations, Unconventional Warfare, Counterterrorism, Psychological Operations (PSYOP), Civil Affairs Operations, Foreign Internal Defense, Counterinsurgency, Multi-National Special Operations, Irregular Warfare, Interagency Activities and Interoperability. 4. Ability to effectively deliver instruction in professional military education courses and through various instructional technology mediums. 5. Ability to communicate in writing in order to present innovative and complex ideas to a divergent US military interagency and international partner audience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
