Job Summary: Supports Line of Business (LOB) training personnel, course managers, and Instructional Systems Specialists in the development and delivery of the Safety and Technical Training Division courses, which have a direct impact on the FAA training mission. Conducts training sessions and programs to enhance the skills and knowledge of FAA employees, customers, and stakeholders.

Major Duties:

  • Conducts instructor training courses for FAA employees, customers, and stakeholders, taking a primary role in delivering classroom, virtual, and blended instruction using platforms such as Zoom, Teams, Blackboard, and Adobe Connect. Ensures training sessions are engaging, interactive, and tailored to participant needs, applying a variety of instructional techniques including lectures, group discussions, and hands-on exercises. Manages classroom dynamics and addresses difficult behaviors in accordance with local policies and procedures. Independently develops specific course content for complete courses, conducting extensive fact-finding using external sources such as industry research, academic studies, professional associations, and other government agencies. Applies the ADDIE model, the Kirkpatrick Four Levels of Evaluation, and adult learning principles to design, develop, and refine instructional materials. Performs developmental activities to ensure instructional objectives are aligned with desired learning outcomes. Applies test and measurement principles to develop written and performance-based examinations that evaluate curriculum effectiveness. Evaluates and validates assigned training curricula and recommends improvements or modifications to course content, instructional methods, or delivery strategies. Ensures all documentation requirements governing training design, development, and evaluation are completed accurately and in accordance with established standards. Assists team leaders and other Instructional Systems Specialists (ISS) in performing Instructional Systems Design (ISD) activities related to both technical and soft-skills training programs. Conducts research on training methodologies, instructional tools, evaluation techniques, and emerging technologies to improve the learning process and enhance instructional effectiveness. Utilizes professional knowledge of training methodologies, task analysis, instructional technology, and distance-learning tools to support the development and delivery of high-quality training. Coordinates with subject matter experts (SMEs) across headquarters, regional, center, and field facilities to gather technical information needed for course development and revision. Works with course managers, instructional staff, and Line of Business (LOB) officials to obtain updates on operational requirements, program changes, and training needs that impact assigned courses. Collaborates with stakeholders to resolve course-related issues, ensure content accuracy, and align training materials with current FAA policies and operational practices. Provides expert advice and assistance to LOB officials regarding the status, effectiveness, and improvement needs of assigned courses, including addressing significant or controversial issues when necessary. Manages and oversees the use and effectiveness of training technology, instructional equipment, and course materials. Attends professional development workshops, conferences, and webinars to maintain and enhance instructional skills, technical knowledge, and awareness of emerging trends in instructional systems design.

Qualifications: Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FG/GS-11) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
