Position can be filled at any grade level. The primary purpose of this position is to serve as a Training and Curriculum Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical skills and evaluate techniques.

Major Duties:

  • Oversees development of appropriate curricula for child development centers, preschools, family child care programs, school-age, and other unique children's programs. Initiates, designs, develops, arranges for, conducts, and oversees training in early childhood development and related activities for all child development center staff, family child care program staff and providers, preschool and school-age program staff, volunteers, hourly care staff, management, administrative staff, custodial employees, food service staff, and staff working in any unique settings for children. Identifies children who may have special needs. Ensures the implementation of Individuals with Disabilities Education Act and any other laws and/or directives pertaining to the special needs of children. Develops plans to improve overall operations, corrects identified deficiencies, and enhances developmental programs and services.

Qualifications: This is a developmental position; this position may be filled at the GS-07-Target-GS-09 Grade Level. The individual selected for the GS-07-Target-GS-09 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions + IOR for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by major study in Child Development or Early Childhood Education. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: -- Courses equivalent to a major in Child Development or Early Childhood education, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR GS-1701-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes developing curricula using the basic principles, concepts, and methodology of early childhood development. OR EDUCATION: I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; Or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: I meet the basic individual occupational requirements for the GS-1701-07 but I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduated-level education as described in the job opportunity announcement. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE FOR GS-1701-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes developing curricula covering physical, emotional, social, and cognitive development to include children with special needs; principles, theories, concepts, and practices of early childhood development encompassing infant through school-age youth to provide training to child development center staff members. OR EDUCATION: I have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit copies of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I meet the basic individual occupational requirements for the GS-1701-09 but I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic principles, concepts, and practices of early childhood development encompassing infant through school-age youth and child development. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in early childhood development encompassing infant through school-age youth and child development theory, methodology, and practices. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
