Trainer (Program Analyst 1)Job Description:
As an OGEC trainer, you are a front-facing member of the OGEC team, interacting with the general public, public officials at all levels of government statewide, lobbyists and their clients, attorneys, and other community stakeholders. Position duties include:
Delivering training on Government Ethics Law, Lobby Law, Public Meetings Law, and the relevant administrative rules.
Explaining policy guidance and advice verbally and in writing on the laws in OGEC’s jurisdiction.
Answering the public’s questions about OGEC’s jurisdiction.
Assisting in developing the educational tools necessary to accomplish the training program objectives.
Maintaining detailed data and records and using the data in regular reports.

$4,407.00 - $6,732/ per month Non-PERS Rate
$4,713.00 - $7,200/ per month PERS Rate
Your application must demonstrate education and/or experience in the following: A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to Education, Development, Adult Education and Training that demonstrates the capacity for the knowledge and skills; OR any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.
Skills and experience should demonstrate experience in:
Providing classroom and virtual training in various formats to adult learners
Communicating detailed technical information to diverse audiences verbally and in writing
Creation of interactive training videos, materials, handouts, and lesson plans
Developing interactive online trainings using a variety of software platforms and implementing those trainings through appropriate Learning Management Systems
Experience in managing and updating websites
Experience with outreach and establishing working relationships with stakeholders
Experience in evaluating training effectiveness and identifying needed changes to training curriculum and/or materials
Experience with meeting ADA accessibility guidelines
Experience working with new technology solutions and policy changes

Work Location: This position requires Trainers to regularly work in the office (in Salem), as well as provide trainings offsite across the state dependent on business, operational, and staffing needs. Requires attendance at meetings, presentations, and trainings to provide consultation and technical assistance for partners and stakeholders. After the onboarding period, this position may have the option to telework regularly (2-3 days a week).
Travel: Requires periodic driving/sitting in a vehicle during instate travel. Travel may involve overnight stays, adverse weather conditions and/or multiple passengers. Position requires a valid driver license to be maintained.
Hours: Regular work with fluctuating hours. Often requires evening hours, may require rare weekend hours.
Position involves a high workload volume that can be unpredictable and fast paced.
Ability to work in an area of moderate noise level with distractions and maintain good working relationship with other employees in the unit/office. Requires daily computer and telephone usage, typing, talking, sitting, and standing.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6%. If the successful candidate is non-PERS qualifying, after six months the candidate will become PERS qualifying, and the salary will be adjusted automatically.
