Major Duties:

  • Major Duties: This is not an all-inclusive list A TRAFFIC MANAGER (T32), GS, 2130, 9, Incumbent serves as the technical transportation advisor to the Director of Logistics and other base operating officials on all matters directly dealing with the military and commercial movement of personnel and equipment. Analyzes and advises on transportation considerations relative to the domestic and foreign movement of equipment, supplies, and personnel via surface and air modes. Develops, maintains, and exercises the traffic portion of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Analyzes traffic data and characteristics to determine areas of potential improvement, identifies economic and efficient uses of transportation, and projects mission transportation requirements. Develops budgetary and financial planning data in support of traffic management functions and manages the budget associated with the commercial movement of equipment, supplies, and personnel. Serves as liaison with commercial carriers and other government agencies. Uses and interprets Joint Travel Regulations, Technical manuals, Air Force Commercial Traffic Bulletins, ICC and DOT Regulations, Comptroller General Decisions, and Code of Federal Regulations. -- Ensures the traffic management and transportation services required to support the mission are accomplished; such as services incident to receipt, processing, and dispatch of commodity and passenger traffic, to include demurrage charges, drayage and other accessorial services not directly related to line-haul movements. Responsible for the preparation of Transportation Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage and for failure to provide contracted services. Responsible for safeguarding, accomplishing, and issuing, accountable transportation documents to include, Government Bills of Lading, Transportation Requests and Uniform Services Meal Tickets. Establishes local policies and procedures to support the economical transportation of contractually procured material from vendor plants. Interprets and enforces federal, state, and local regulations concerning the movement of hazardous materials and general commodities, through all modes of carriage. Serves as technical advisor and certifier for originating hazardous waste material shipments, ensuring proper packaging, marking, labeling, identification, and manifesting for disposal. Monitors and directs handling, packaging, and shipping of firearms, explosives, and electrostatic sensitive discharge (ESD) items. -- Inspects or provides for the inspection of commercial carrier terminals to locate and expedite the delivery of astray government shipments. Ensures carrier capability to comply with government requirements and specifications. -- Administers the procurement of military and civilian passenger travel, both domestic and international. Supervises the arrangement of routing and reservations, ensuring special fares and/or discounts are utilized when feasible. Ensures advance procurement of such transportation services to achieve greatest overall cost avoidance and supervises the audit of Travel Services Contractor for application of all appropriate discounts for official travel. Advises travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system. -- Manages and ensures execution of the Reusable Container Program and the 463L Pallet and Net Program. Coordinates with functional managers to ensure assets are accounted for, serviceable, stored properly, and maintained for emergency deployment. -- Exercises supervision over subordinate employees. Implements provisions of personnel management, such as the Equal Employment Opportunity (EEO) program, merit promotion, career development, performance appraisals, counseling service, incentive awards and position management. Selects or contributes significantly to the selection of subordinates. Hears employee grievances and works with union representatives, as necessary. Plans for and schedules assignments to subordinates based on capabilities. Provides training designed to improve employee performance. Develops performance standards and evaluates subordinates accordingly. Performs other duties as assigned.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: General Experience (for GS-5 positions): Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations. 1 year equivalent to at least GS-7; Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: - Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. - Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. - Making presentations on traffic matters before Federal, State, or local regulatory bodies. - Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. - Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. - Providing advisory service involving commodity analysis from the transportation standpoint. GS-09 - 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing.
