Northrop Grumman Aeronautics Systems Global Supply Chain (GSC), Goods Movement & Logistics (GM&L) has an opening for a Traffic Administrator to join our team of qualified, diverse individuals. This position will be located onsite in El Segundo, CA.
Plans, schedules, and routes inbound and outbound domestic and international shipments of freight, using knowledge of postal regulations, tariffs, and company policy. Schedules with carriers, reconciles freight bills, prepares and negotiates claims, and selects or recommends carriers to ensure efficient, timely, and least expensive movement of goods and material. Conducts research on transportation methods, rates, and routes. Develops programs to audit and monitor carrier rates and charges and evaluates past performance and cost of transportation.
Roles and Responsibilities:
Plans, schedules and routes imports and export shipments; including monitoring the flow of traffic to/from foreign destinations, ensuring related customer service, brokerage, and customs transaction compliance
Maintains compliance with federal and foreign regulations; governing the shipment, receipt and documentation of imported/exported products
Researches and resolves customer or supplier issues. Interfaces with internal and external worldwide import/export operations and organizations
Transportation background to include Exports – Exemptions/Exceptions, Licenses, Filing of ACE/AES, Commercial Invoice preparation, etc.
Ensure proper classification of materials to the Harmonized Tariff Schedule of the United States (HTSUS), proper validation, correct country of origin or accumulation, and that shipments are in accordance with global bilateral agreements.
Ensure that materials are properly classified to the scheduled B code, proper valuation, proper ECCN number, and that the shipment is in accordance with all global and bilateral agreements.
Internal data entry for inventory and financial tracking/accountability.
Ability to negotiate terms and contracts with vendors and internal clients.
Familiar with processing exports using DSP-5, DSP-73, DSP-85 (classified)
Maintains license files and a database of current and expired licenses.
Works with program personnel to gather detailed information, review proposals, contracts and/or purchase orders.
Manages Traffic and Shipping on all international shipments
Coordinate export bookings with airline and ocean carriers
Prepare shipping documents for international shipments
Reports Potential Export Violations.
Stays abreast of regulatory updates and changes to the ITAR and EAR.
Develops and implements an export compliance program, ensuring our exports are compliant with EAR, ITAR, EPA and other government requirements; Reviewing export documents.
Assists the day-to-day operations of the export department to ensure that customer requirements are met
Responsible for continuous improvement of service processes to drive gains in quality and productivity
Make sure all export documentation is up to foreign & border specifications
Ability to multi-task in a fast paced work environment.
Basic Qualifications:
Bachelor's degree with 2 years experience in an Export role or a Master's degree with experience in an Export role
High School diploma/equivalent with 6 years’ experience in an Export role in lieu of a degree
Strong leader with the ability to interact and collaborate with a variety of functions, and government personnel
Thorough knowledge of Export Regulations, ECCN database, ITAR Regulations and Schedule B database
Automatic Export System Filing Experience
Working knowledge of SAP
Strong proficiency with Microsoft Excel
This position requires the ability to obtain and maintain a DOD Secret or Top Secret Clearance as well as Program Special access within a reasonable period of time, as determined by the company to meet its business needs
Preferred Qualifications:
Bachelor's degree or, Master’s Degree
Minimum 5 years’ experience in data analytics
Aerospace & Defense experience
Current DoD Secret Clearance
Active U.S. Government DoD Security clearance at the secret level
Experience operating in international contexts outside of North America
