We are providing legal support in a wide variety of Rakuten group services including e-commerce, digital contents, financial services and others, and supporting new service launces and acquisitions which actively continue to take place all over the world. This position oversees the Group's export control, so you can get a bird's-eye view of the entire Group by experiencing various products and technologies. In addition, since this section is under the Legal and Compliance Department, it is possible to learn risk managements other than the trade management. Position Details

Regarding cargo exports and technology transfers at Rakuten Group, Inc. and its group companies/business units (including overseas entities), you will be responsible for strengthening and promoting the export control framework, primarily from the perspectives of the Foreign Exchange and Foreign Trade Act of Japan and the U.S. Export Administration Regulations (EAR).

- Promoting the development and improvement of security export control systems and processes, particularly for IT and telecommunications-related technology transfers
- Supporting the establishment of control frameworks based on the EAR
- Establishment, revision, and abolition of trade-related rules, detailed regulations, and manuals
- Serving as a point of contact for trade-related consultations for internal departments and group companies
- Providing education and awareness training for internal departments and group companies
- Classification determination and objective requirements screening
- Preparation and maintenance of legally required export/import documentation (including responses to post-clearance customs audits)

Mandatory Qualifications:

- The ability to act proactively and flexibly based on the current state of export and import compliance practices, and to carry out duties through collaboration with a wide range of stakeholders both within and outside the department
- Experience in security export control operations
- Experience leading projects or tasks as a leader
- Holder of “STC Advance” or higher certification
- Experience in classification determination (especially technical classification)
- Experience in submitting individual license applications to METI via NACCS (for cargo/technology and services)

Desired Qualifications:

- Experience in IT and telecommunications industries
- Collaboration such as meetings and sharing information with trade management specialists at overseas affiliates
- Establishment, revision and abolition of trade-related regulations, detailed regulations, and operational manuals, etc.
- Group-wide import and export inquiry desk
- Education and enlightenment related to import and export
- Knowledge of export control in countries other than Japan (U.S.A., Singapore, EU, India, etc.)
- Experience dealing with government agencies such as the Ministry of Economy, Trade and Industry
- Correspondence to customs post-audit
- English: Business-level proficiency
- Experience in improving operational efficiency through the use of AI
