Job Summary: This vacancy is for a Trade and Industry Analyst in the Foreign Technology Analysis Division (FTAD), Office of Technology Evaluation (OTE), Technology Security (TS), Office of the Assistant Secretary for Export Administration (EA), Bureau of Industry and Security (BIS) within the Department of Commerce.

Major Duties:

• The Office of Technology Evaluation/Foreign Technology Analysis Division (OTE/FTAD) evaluates the effectiveness of existing and proposed U.S. export controls and provides support to bureau leadership and BIS licensing officers by providing in-depth statistical and all-source analysis to help inform policy decisions and implementation of the licensing process as well as prevent the circumvention of export controls by foreign actors. As a Trade and Industry Analyst, you will perform the following duties: Assist and provide guidance for the execution of current BIS policies and procedures and regulatory guidance relating to export controls and perform functions critical to the Bureau's national security mission. Interpret, and implement high-level policies and procedures regarding trade compliance, industrial security, or economic competitiveness in assigned areas. Research, analyze, and interpret complex trade, economic, and industry data to determine trends, threats, or opportunities related to the US industrial trade. Integrate information from multiple sources, including statistical data and all-source intelligence (i.e. human intelligence, signal intelligence, imagery, and open-source data, etc.), to synthesize complex, disparate data into actionable insights for the development of leadership decision making support documents. Provide recommendations to senior leadership, executive management, interagency partners, and industry stakeholders on critical technical obstacles or regulatory issues; and facilitate discussions with senior-level officials from other government agencies, industry leaders, and counterparts. Participate in policy meetings and provides input to discussions; may lead portions of working groups or technical discussions, offering recommendations to improve export control policies and internal procedures. Prepare substantive briefing materials and presentations on complex topics, ensuring that technical information is clearly communicated to multiple audiences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: To qualify at the GS-14 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Advising on programs or policies and/or providing data to inform regulations related to industrial trade and/or foreign technology; and Applying analytical/statistical methodologies and techniques to analyze open-source or commercial data related to foreign technology; and Maintaining working relationships with multiple stakeholders (e.g., senior leadership, executive management, interorganizational partners, and/or industry representatives).
