Position Summary

The Strategic Program Manager is responsible for managing complex, cross-functional initiatives that are critical to enterprise strategic priorities. This role is accountable for aligning stakeholders, driving execution, proactively managing risk, and ensuring delivery of measurable business outcomes. Operating within Business Transformation and the Enterprise PMO, this role partners across business units, IT, and Finance to translate strategy into prioritized and coordinated execution.

In support of Martin’s Point enterprise portfolio, the Strategic Program Manager is also responsible for successfully project managing multiple complex medium and large corporate initiatives aligned with organizational strategy and spanning departments and subject areas. This position will help the EPMO further MPHC’s commitment to becoming a Center of Excellence in portfolio and project management.


Job Description

PRIMARY DUTIES AND RESPONSIBILITIES

  • Leads end-to-end delivery of strategic programs, ensuring alignment to enterprise priorities and measurable business outcomes.
  • Establishes and maintains integrated program plans, ensuring all workstreams are aligned to milestones, dependencies, and outcomes.
  • Owns program-level results, including partnering with Finance to measure and drive financial impact.
  • Leads complex, cross-functional teams across the business and IT to deliver integrated outcomes.
  • Evaluates and shape new initiative ideas in partnership with the business and Finance, ensuring alignment to strategic priorities and enterprise value drivers
  • Leads initial discovery and framing, clarifying problem statements, scope, success metrics, and expected outcomes before formal strategic program intake
  • Challenges assumptions and proposed solutions, ensuring initiatives are right-sized outcome-focused, and executable.
  • Oversees and manages the execution of medium-to-high complexity projects with direct ties to Martin’s Point Enterprise portfolio. Oversees other projects as assigned.
  • Supports the development of project proposals, charters, plans, schedules, resource plans, business plans, performance metrics and all other artifacts supporting project planning, execution, monitoring and closing.
  • Collaborates with Finance and Supply Chain Request for Proposal/Information (RFP/RFI) processes by clearly developing and defining requirements with customers and coordinating vendors’ participation and response.
  • Establishes and maintains systems for the tracking and reporting of project and program progress and outcomes both for the EPMO and sponsors. Aligns performance tracking to business KPIs through tools like the Balanced Scorecard.
  • Collaborates across Martin’s Point Information Technology Project Managers, Enterprise Project Managers, and Business Performance Improvement Advisors to accomplish the Enterprise Project Portfolio.
  • Provides thought leadership by constantly assessing enterprise directions and contributing to the formulation of best practices and process evolution strategies for the EPMO and for Martin’s point to ensure alignment of the portfolio with the business strategy.
  • Supports the development and implementation of project planning, project tracking, and reporting methodologies; facilitate status reporting of projects/programs against time, cost, resource utilization and deliverables and milestones.
  • Monitors and report on the status of projects transitioning into operational status.
  • Elevates and address program and project level risks to the EPMO Director; ensure the maintenance of issues registers; support mitigation and action planning to address risks and issues and ensure that the change control process is implemented across all projects and portfolios.
  • Performs other duties as assigned.

POSITION QUALIFICATIONS

Education:

  • Bachelor’s degree or combination of relevant education and experience required

Licensure/certification:

  • PMP certification preferred or the commitment to get the certification within 6 months of the start date

Experience:

  • Minimum of 10+ years direct work experience in a structured project management or project analysis capacity with experience leading large, complex projects or project teams
  • Experience in the financial management of projects (budgeting, development of ROI projections, defining potential benefits, etc.)
  • Experience in the development and maintenance of PMO policies and methodologies
  • Experience in developing and executing on RFP’s and other contracts, including the ability to define requirements
  • Expertise in using MS Project or other project management software
  • Experience using and managing documentation and materials in SharePoint
  • Exposure to IT-related projects
  • Experience in leading RFP development and execution to inform the decision-making process for system purchases.

Knowledge:

  • Familiarity with Visio
  • PMI knowledge
  • In-depth knowledge of planning and systems and tools, including demonstrated experience with systems development life cycle

Skills:

  • Intermediate to expert skills using MS Office, notably Excel
  • Expert project management skills, including overseeing high-complexity projects in a complex environment throughout the project life cycle, including the development of project costs and contributing to return on investment (ROI), net present value (NPV) calculations and total cost of ownership (TCO).

Abilities:

  • Understanding of and alignment with Martin’s Point Values.
  • Able to formally articulate project processes and portfolio-related information at the highest levels, including executive-level governance.
  • Able to relate well at all levels of the organization, building rapport, and maintaining highly collaborative relationships.

  • Ability to and experience in facilitating the determination of system requirements to guide procurement and development for complex solutions. Facilitates contract creation and negotiation by serving as a liaison between customer, vendor, and legal consultation.
  • Ability to lead discussion, manage conflict, and facilitate cross-departmental group decision-making at all levels of the organization
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
