The primary purpose of this position is Serve as the ACC Operational Test and Evaluation Subject Matter Expert regarding Combat Air Force (CAF) integration/modernization regarding Combat Search and Rescue (CSAR) survival radio equipment testing and requirements generation/validation.

Major Duties:

  • Plans and develops methods, procedures, policies, and techniques concerning telecommunication systems. Serves as technical advisor Provides technical assistance/guidance to system users, program managers, and contracting personnel. Implements telecommunication programs and special projects Implements various telecommunications programs to improve existing telecommunications capabilities and new systems requirements. Develops statements of work for telecommunications projects Provides technical review of design, calculations, cost estimates, implementation dates, and specifications for negotiation and/or administration of contracts. Prepares budget, technical reports, staff studies, and briefings Prepares budgetary data in support of programs/projects. Provides customer assistance and/or training for assigned telecommunications systems.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards, and operational requirements. 2. Knowledge of operational and performance characteristics of telecommunications equipment, systems, services, and transmission media to develop procedures/policies/practices for local use, and evaluate devises, proposals, and approaches. 3. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets. 4. Knowledge of basic electronics theory and operating principles, the application of existing and planned technology to communications requirements, and equipment interoperability and compatibility. 5. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service. 6. Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e g , systems compatibility, circuits, switches, distribution, satellite linkages, and networking).
