Salary Range: $108019 - $140426 Per Year

Job Summary: You will serve as a in the TELECOMMUNICATIONS MANAGER of MILITARY SEALIFT COMMAND.

Major Duties:

  • You will serve as a TELECOMMUNICATIONS MANGER.
  • You will administer COMSEC resources in support of MSC Fleet and Shore Component operations.
  • You will execute processes and procedures, based on DON and MSC policy, for the delivery, handling, operation, accountability, and disposition of COMSEC material.
  • You will interpret COMSEC guidance and advise Local Elements on the proper handling, maintenance and operation of assigned COMSEC equipment.
  • You will serve as a Subject Matter Expert on secure communication system operation and maintenance.
  • You will execute Life Cycle Management (LCM) requirements for assigned Local Elements, which is comprised of configuration management, firmware upgrades, and software updates for assigned COMSEC equipment.
  • You will assess the effectiveness of current processes and procedures for the maintenance and operation of secure communication systems.
  • You will develop and present formal briefings and status reports to Commanding Officers, Officers-in-Charge (OIC), and senior leadership
  • You will interact with customers to determine cost effective and efficient means of supporting COMSEC management requirements.

Qualifications: For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Resume must demonstrate the following specialized experience: Experience serving as a COMSEC Account Manager responsible for managing, planning, implementation, and operations of secure communication systems supporting fleet and shore components. Experience implementing policies, procedures and instructions for the administration, oversight and management of COMSEC material assigned to Tier II and III accounts. Experience determining operational capabilities based on cryptographic equipment manuals and communication security policies, using problem-solving rules, procedures, techniques, and methods. Experience with the policies and procedures to manage the Key Management Infrastructure (KMI) system. Experience interacting with customers to fulfill COMSEC management requirements associated with logistics, handling, distribution, destruction, and reporting of COMSEC material. Experience briefing Senior Leadership regarding COMSEC policies. Experience supervising and directing subordinate personnel.
