The Technology Project Manager is a professional, advanced technical and administrative position managing technology projects to support the City of Gainesville’s Technology Operations and Strategic Initiatives. SUMMARY

The Technology Project Manager is a professional, advanced technical and administrative position managing technology projects to support the City of Gainesville’s Technology Operations and Strategic Initiatives. The Technology Project Manager will work under general supervision, reporting to the Assistant Technology Director.

The position is responsible for providing project management services to the Technology Department in support of large-scale infrastructure transitions and strategic service delivery initiatives, in addition to ongoing application upgrades, cloud migrations, and lifecycle management processes. The Technology Project Manager will be responsible for managing project resources and work tasks to ensure quality and timely project delivery.

ESSENTIAL JOB FUNCTIONS

Manages multiple technology projects simultaneously, including scoping, scheduling, budgeting, monitoring, reporting, and resource coordination.

Utilizes project management tools to track project deliverables, monitor progress, and maintain project documentation.

Provides project management support to technology teams and serves as a liaison between internal departments, consultants, vendors, and external partners.

Coordinates technology planning, requirements elicitation, procurement, testing, and implementation activities related to technology projects.

Prepares, reviews, and administers project budgets, change orders, and contract amendments.

Supports the development and implementation of technology improvement plans and strategic initiatives.

Facilitates project team meetings, develops project plans and schedules, and tracks milestones and deliverables.

Communicate effectively and respectfully with team members, customers, vendors, consultants, other municipalities, and community stakeholders.

Facilitates Requests for Proposals (RFPs), Requests for Quotes (RFQs), Statements of Work (SOW), change orders, and proposal evaluation in coordination with technology teams and procurement staff. Applies critical thinking and problem-solving skills to project issues, ensuring timely resolution.

Assists in the preparation of project status reports for technology management and executive leadership.

May perform other related duties as assigned, including participation in City-directed emergency response activities.

NON-ESSENTIAL JOB FUNCTIONS

Attends work on a continuous and regular basis.

Performs related duties as required or assigned by the Director of Technology.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily.  Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited college or university in Computer Science, Information Technology, Business Administration, or a related field.

Minimum Ten (10) years of experience managing complex projects with at least Five (5) years of experience managing technology projects.

Experience in a government environment is preferred, though not required.

REQUIRED CERTIFICATIONS

Project Management Professional (PMP)

DESIRED CERTIFICATIONS

Agile Certified Practitioner (PMI-ACP) or Certified Scrum Master (CSM)

Information Technology Infrastructure Library (ITIL)

Certified Associate in Software Testing (CAST) or Certified Software Tester (CSTE)

PMI Professional in Business Analysis (PMI-PBA)

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of Project Management Body of Knowledge (PMBOK) standards, Systems Development Life Cycles (SDLC), and a demonstrated ability to lead projects in both Predictive (Waterfall) and Adaptive (Agile) environments. Proficient with project management software such as Microsoft Project, Microsoft Planner, SmartSheet or equivalent

Proficient in project planning, scheduling, budgeting, issue management, and contract administration.

Skilled in applying project management software and tools for tracking and reporting.

Ability to read and comprehend technical specifications, technology plans, and project documentation.

Strong analytical and critical-thinking skills with a focus on continuous improvement.

Strong problem-solving abilities with the capacity to manage multiple tasks and priorities simultaneously.

Excellent organizational, communication, and interpersonal skills.

Demonstrated poise, tact, diplomacy, and discretion in sensitive situations.

Ability to communicate effectively, both orally and in writing

Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work-related environmental conditions.

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
