The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $65,658.00 to $74,687.50.

This position is Exempt under the FLSA.

About the Position

The Technology Communications Coordinator plays a vital role within the Court Technology Services (CTS) department, focusing on the strategic management and execution of communications to enhance collaboration and understanding across the organization. This position is responsible for developing and implementing communication strategies that align with IT objectives and business goals. The Technology Communications Coordinator will oversee all IT-related communications, ensuring clear, timely, and effective delivery of information about technology initiatives, project statuses, and operational updates. This position will coordinate the preparation and dissemination of internal user and external users of court technology communications materials, manage IT communication channels, and serve as the liaison between CTS and other departments to foster an integrated approach to technology solutions. Key responsibilities include managing the production of IT documentation, assisting in handling crisis communications during system outages or disruptions, and promoting the visibility and understanding of IT projects throughout the Judicial Branch. The role requires a proactive approach to communication challenges, exceptional organizational skills, and a keen ability to translate technical information into accessible language for diverse audiences.

Position Qualifications

Education:

  • Bachelor’s degree in Communications, Journalism, Public Relations, Public Administration or a related field is required.

Experience:

  • One (1) year of professional public relations experience.

OR

Combined education and experience qualifications:

  • An equivalent combination of post-secondary education or job-related experience may substitute on a year-for-year basis

Our Preferred Candidate has:

  • Experience working in a court or, justice system, or public sector technology environment.

  • Communications experience within a technology or IT-services organization, ideally support infrastructure, product delivery, and service delivery initiatives.

  • Familiarity with ITIL-based service management concepts, including incident communication and change management notifications.

  • A proven track record of developing and executing communication strategies that support technology adoption and organizational change.

  • Demonstrated experience managing communications channels and engaging diverse stakeholders across a matrixed organization.

  • Additional certifications in Project Management, Digital Marketing, or Technical Writing are a plus.

Knowledge, skills, and abilities:

Knowledge of:

  • Communication best practices and techniques, including digital communications, organizational messaging, and content management within a technology services environment.

  • Understand the 7C’s of communication ensuring clear, concise, concrete, correct, coherent, complete, and courteous.

  • Ability to develop communication plans with defined objectives, audiences, messages, channels, owners, and timelines.

  • IT service delivery concepts sufficient to translate technical language, such as system deployments, upgrades, outages, and change initiatives, into clear, audience-appropriate communications.

  • Communication approaches for high-visibility topics, including system disruptions, security matters, and organizational change, with an understanding of the unique communications expectations within the public sector.

Skill in:

  • Excellent written and oral communication skills with meticulous attention to detail and the ability to tailor tone and content for audiences ranging from technical staff to non-technical staff.

  • Strong proofreading, editing, and content development skills that produce clear, engaging and professional materials.

  • Communications platforms and content management systems (e.g., SharePoint, email, distribution tools, intranet).

  • Competence in using communication tools and content management systems to create, manage, and distribute communications.

Ability to:

  • Ability to develop and implement comprehensive communication strategies independently, without oversight.

  • Capability to approve and distribute branch-wide communications from a Court Technology Services (CTS) email, ensuring all content adheres to organizational standards and is aligned with strategic goals.

  • Proficiency in preparing and adapting communications in various formats to meet the needs of different audiences, ensuring clarity and impact.

  • Ability to identify distinct audience stakeholder groups and tailoring messaging to each segment’s needs, interests, and communication style.

  • Message position and framing. The ability to craft messaging that emphasizes value, reduces, resistance, and build buy-in.

Essential Job Tasks

  • Works closely with senior executives, department managers, and the Internal Communication to develop internal technology communication strategies and successfully communicate technology initiatives and projects.

  • Creates communications to enhance and support technology project deployments. 

  • Creates and maintains online and other materials that communicate Judicial Branch technology to a variety of audiences. 

  • Champions IT initiatives and achievements through regular updates and spotlights in organizational newsletters, intranet, and external communications.

  • Maintains and optimizes various communication channels, ensuring that information is easy to access and understand for all employees.

  • Uses metrics and feedback to assess the effectiveness of communication strategies, adjusting as necessary to improve reach and impact.

  • Creates and maintains essential documents and reports such as system requirements, project updates, and policy changes that need to be communicated across the organization.

  • Collaborates with IT project teams to ensure that all communication milestones are planned and executed in alignment with project goals.

  • Maintains internal IT style guides in collaboration with Judicial Branch style guides.

  • Continuously assesses and improves the user experience of internal websites based on feedback from staff and external users, making sure that the interfaces are intuitive and accessible.

  • Collaborates with IT specialists and branch trainers to coordinate technical enhancements and visual updates to internal websites, ensuring alignment with the overall technology and communication strategies of the organization and with legal and regulatory requirements.

  • Creates engaging and informative content that accurately reflects the initiatives and updates within Court Technology Services (CTS).

  • Develops standardized communication templates to ensure consistency and professionalism in all departmental outputs.

  • Regular coordination with departments within CTS to ensure that all communications are synergistic and align with broader technology goals.

  • Standardizes the communication of standard operating procedures, policies, and procedures ensuring clarity and uniform understanding across all levels of the organization.

  • Strategizes the overall communication efforts of CTS, planning and implementing effective communication flows that support the department’s objectives and the judicial branch's goals.

  • Develops a communications governance framework specific to technology within CTS, setting standards and protocols for information dissemination within the judicial branch.

Working conditions:

While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.
