The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV, TB and global health security with funding from the United States Government. EpiC Vietnam is seeking a qualified and motivated Vietnamese candidate to serve in a role of Technical Specialist, Health Information System (HIS) based in Hanoi.
Main responsibilities:
The Technical Specialist will provide technical expertise and contribute to the design, development, and implementation of health information systems (HIS) supporting HIV, tuberculosis (TB), and global health security (GHS) programs under the Meeting Targets and Maintaining Epidemic Control (EpiC) project. The position will work closely with government counterparts, including the Ministry of Health and the Ministry of Agriculture and Environment of Vietnam, as well as other relevant stakeholders, to strengthen digital health architecture, data systems, and interoperability aligned with national priorities for human and animal health. Working in close collaboration with project and technical teams, the Technical Specialist will support the implementation of HIS activities, ensuring alignment with project workplans, reporting requirements, and industry best practices. The role also includes supervision and mentorship of technical staff and consultants to ensure high-quality and timely delivery of project outputs.
Specific responsibilities may include but are not limited to the following:
Provide technical support and guidance for health information systems under the EpiC project, ensuring alignment with project goals and national priorities
Support the design, development, enhancement, and implementation of data systems for HIV, TB, and global health security
Contribute to system integration and interoperability across platforms, ensuring compliance with national data standards and reporting requirements
Support the development and application of data governance frameworks, including data standards, data dictionaries, and data quality assurance processes
Promote the use of data for decision-making through dashboards, analytics, and reporting tools; support the application of advanced analytics and digital innovations (e.g., AI) where appropriate
Collaborate with government counterparts and stakeholders to support system design and implementation, ensuring alignment with national digital health initiatives
Provide technical guidance, supervision, and mentorship to project staff, consultants, and partners, supporting capacity building and quality implementation
Contribute to the development and monitoring of technical workplans, budgets, and project plans, ensuring timely implementation of activities
Support implementation of HIS activities, including coordination with vendors and support for field-level implementation
Develop and contribute to technical briefs, reports, presentations, and documentation to support policy development, knowledge sharing, and program learning
Participate in technical working groups, stakeholder consultations, and project meetings as required
Other tasks as assigned
Experience and abilities for the position:
Master’s degree in public health, health informatics, information systems, computer science, or a related field
Minimum 6 years of relevant experience in health information systems, digital health, or data systems
Solid understanding of health information systems (HIS), including system design, data flow, and implementation; experience in HIV, TB, or surveillance programs
Knowledge of digital health architecture, interoperability principles, and data exchange standards (e.g., APIs; HL7 FHIR is an advantage)
Understanding of data governance, including data standards, data quality assurance, and data security principles
Demonstrated understanding of health information systems best practices and experience supporting or implementing health information system activities in Vietnam, including engagement with government counterparts and partners
Experience in data systems, data collection, and provision of technical assistance
Familiarity with national data systems (including both human and animal health systems) is an advantage
Prior experience working with NGOs, government agencies, or international organizations. Ability to work well with implementing agencies, GVN counterparts, donor agencies
Experience in program implementation and/or project management, understanding of donor-funded project requirements is an advantage
Highly responsible, organized person that pays attention to details
Ability to work under pressure, meet deadlines, and achieve strong results
Well-developed written and oral communication skills in both Vietnamese and English
Ability to travel as necessary
The expected hiring salary range for this role is VND 640,000,000 - 900,000,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
