Description:

FHI 360 is seeking a candidate for the position of Monitoring and Evaluation (M&E) Technical Officer for EpiC MNCH, a project to be implemented in the provinces of Nampula/Zambezia, focused on improving the quality of maternal, neonatal, and child health outcomes and working with government partners to institutionalize a culture of quality improvement. The Monitoring and Evaluation (M&E) Technical Officers will collaborate with the project technical team and implementation partners, ensuring compliance with the monitoring and evaluation requirements established by the donor, the Ministry of Health, and FHI 360 itself. The selected candidates will be based in Zambezia (2) and Nampula (2), reporting to the Project M&E Advisor.

Accountabilities:

  • Implement the EpiC MNCH project M&E work plan at the provincial level.
  • Collaborate with the M&E Advisor in guiding and implementing accountability requirements for the U.S. Department of State, Foreign Assistance Office (FAO), FHI 360 and the Government of Mozambique.
  • Provide hands-on training and technical mentoring to local partners on:
    • Interpretation and application of EpiC MNCH, Nutrition and Immunization indicators.
    • Development of M&E plans for MNCH, nutrition, and immunization.
    • Use of data collection tools.
    • Establishment of monitoring systems.
    • Data filing and analysis.
    • Use of reporting systems.
    • Preparation of quarterly reports.
  • Conduct regular mentoring and in-service training visits to health facilities, ensuring compliance with MISAU standards.
  • Visit districts and partners to ensure data quality and provide technical supervision, including reports with proposed solutions to identified problems.
  • In coordination with DPS/SPS/SDSMAS, conduct data quality assessments (DQAs) and support the analysis and improvement of results.
  • Verify monthly data provided by partners and assist in finalizing quarterly reports.
  • Consolidate provincial data into a single spreadsheet, evaluating and providing technical feedback.
  • Develop and maintain the community partner data management system in the provincial office.
  • Assist in documenting lessons learned and best practices, according to donor guidelines.
  • Participate in monthly district meetings to strengthen providers' capacity to interpret and use data.
  • Work with clinical, community, and M&E teams to understand and reflect on project performance.
  • Perform other assigned tasks as needed.

Required Qualifications:

  • Bachelor's degree in statistics, geography, mathematics, public health, social sciences, or related fields.
  • More than 4 years of experience working with health facilities; and familiarity with MNCH, N + I program registration tools are an advantage.
  • Proficiency in working with SISMA is required
  • Previous experience working with NGOs is a must.
  • Experience in implementing data quality control and improvement initiatives.
  • Experience in preparing reports for teams and donors, including PEPFAR.
  • Experience in training and technical mentoring of CBOs.
  • Proficiency in Microsoft Office (Excel, Access, Word, Outlook).
  • Knowledge of statistical packages (SPSS, STATA, EpiInfo) is an advantage.
  • Fluency in Portuguese; knowledge of English is desirable.

  • Typical office environment.
  • Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Up to 50%
