Job Description:

Strategy and Programme Development

  • Lead the development of WASH technical approaches and business plans

  • Contribute to the formulation and revision of the WASH Business Plan strategy to ensure sector priorities are aligned with the Global WASH Strategy.

  • Support in designing of  WASH  funding in alignment with WASH fundamentals.

  • Support in providing analyzed data for informed decisions for fundraising.

  • Support in providing a budgeting framework for Water, Sanitation, and Hygiene interventions to project and programme staff.

  • Act as the primary point of contact for clients and partners in developing WASH business, including marketing and pre-positioning.

  • Lead the development of technical proposals

  • Identifying new funding opportunities and connecting with the relevant department (NRD/IRDM) for the development of proposals or Concept Notes for fundraising

  • Actively network with key client groups, including multilateral and bilateral organizations, philanthropic organizations, international NGOs, etc.

  • Attending networking events, meeting new clients and sub-contractors to build relationships and gather intelligence

  • In liaison with the RAP team, conduct assessments and identify gaps that are used during the proposal development in collaboration with the field project teams.

  • Engage with inter-agency technical working groups to ensure WVSS WASH Programming follows international / South Sudan minimum standards, best practices, and utilizes tools or resources in a coordinated and collaborative manner.

  • Identifying and developing improvements to internal systems and processes for effective WASH programming.

  • Coordinating with our wider team across the zones as well as support offices.

  • Support QA to develop assessment, monitoring & evaluation tools to measure health, and nutrition issues, risks, KAPs.

Program Implementation and Impact

·         Manage a team of national  staff and consultants.

·         Provide technical guidance on Water, Sanitation, and Hygiene.

·         Ensuring that projects are delivered on time and on budget, including managing resource planning and scheduling.

  • In consultation with the Operations Director, conduct field visits quarterly to ensure compliance with donor requirements and ministry standards.

  • Coach, train, and technically supervise project managers and other health, nutrition, and WASH.

  • Support integration with other sectors (FSL, Education, Protection, Food Assistance, Protection, Gender and Social Inclusion) and Mainstream DRR/FCPA in Health, Nutrition, and WASH programming.

  • Conduct regular project reviews to ensure implementation is on track for all health, nutrition and WASH projects.

  • Review TORs for baselines, evaluations, and other research related to Health, Nutrition, and WASH sectors, and review these reports.

  • Support project leads to manage grant budget within approved spending levels and ensure accurate and timely financial reports to donors and key management staff at World Vision. 

  • Ensure supply and equipment procurement, acquisition, disposition, and management follow WV internal and donor requirements.

  • Liaise with WVSS Grants unit in tracking project expenditure, reviewing financial reports, and addressing queries related to expenditure on time

 

 Knowledge Management and Reporting

  • Produce timely and quality WASH activity reports, on a monthly, quarterly, semi-annual, and annual basis, on WASH Business Plan  

  • Lead the rollout and full functionality of mWater for WASH Business Plan monitoring and reporting.

  • Facilitate in development of DIP, monitoring plans, and budgeting processes in liaise with support functions to align with the log frame and the Annual budget.

  • Producing thought leadership outputs (i.e. blog posts or case studies) which are in line with our key service offerings

  • Demonstrating our work at conferences, workshops, and other public events

  • Coordinate with the WHO, UNICEF, WFP, SSHF, HPF, Ministry of Health, Health and WASH clusters on Health, Nutrition and WASH emergencies interventions.

  • Working to develop the national staff work force to foster their capabilities and achieve their ambitions.

  • Lead development of research priorities and themes for the Health, Nutrition, and WASH sectors

  • Ensure operations research components are included in new project designs

  • Support the reporting of all WASH assets using the mWater OMS and Digital ITT for WASH Program quality

  • Compile updated fact sheets on WASH programming to communicate key programme updates internally and externally

  • Ensure supportive partnering for performance is in place, with performance plans set, regular conversations and feedback provided, and appraisals to staff.

  • Champion partnering for performance mechanisms, ensuring full participation and quality results to promote staff engagement and a culture of excellence

  • Create performance agreements with each direct report in the operations team, and conduct quarterly reviews and end-of-year performance appraisals;

  • Lead, motivate, and manage a team of staff, ensuring clarity in roles, responsibilities, and performance expectations.

  • Provide guidance and direction to the team as required, and establish team cohesion and growth, including the organization of capacity building opportunities;

  • Ensure quality staff are attracted, retained, and developed to effectively work within a fragile context

  • Ensure there are clear, and deliberate retention plans specific to individual staff members and succession plans in place

  • Effectively line manage and coach project/program managers, ensuring a shared vision, teamwork, effective communication, and active engagement in decision making and management approaches, as well as ensuring staff care measures are in place and followed.

Knowledge and Experience Requirement

  • Master’s Degree in a relevant field such as Environmental Science, Public Health, Social Sciences, or Water Resources Management 

  • 6 – 7 years of experience in WASH-related programmes, including training, facilitation, and capacity-building for staff and communities.

  • 5 years of experience in managing a team.

  • Experience in leading, designing, planning, implementing, M&E, and reporting on integrated development, Water, Sanitation, and Hygiene project.

  • Excellent training skills in defined Health, Nutrition, and WASH components.

  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization, under stressful situations.

  • Understanding of humanitarian relief, recovery, and development work i.e. triple nexus in fragile contexts.

  • Excellent networking, relationship-building, and people management skills.

  • Ability to work in difficult, insecure, and stressful conditions.

  • Demonstrated ability to think strategically, manage to plan, and meet deadlines.

  • Seven years of professional experience in WASH project management. At least five years in a managerial/supervisory level.

  • Master's degree in a relevant field

  • Solid background in WASH in emergencies, particularly in emergency curriculum packages and deliverables.

  • Demonstrated knowledge in WASH programming.

  • Excellent leadership, analytical, negotiating, communication, and advocacy skills.

  • Strong networking, team spirit, partnership, coordination, and harmony skills.

  • Willing to adapt to new working environments, new challenges, colleagues, and new cultures.

  • Excellent English communication skills (both oral and written).
