Job Description:

Technical Leadership and Programme Quality

  • Lead the design, contextualization, and implementation of education technical approaches and intervention models in line with the project theory of change, donor guidelines, and national education priorities.

  • Ensure the technical quality and coherence of all education interventions, including access, retention, transition, inclusive education, and learning outcomes.

  • Provide technical guidance and support to project staff and implementing partners to ensure effective and consistent application of education methodologies and standards.

  • Contribute to the continuous improvement of programme quality through technical reviews, field support, and problem-solving.

Alignment with National Policies and Systems

  • Ensure that project interventions are aligned with Ministry of Education (MoE) strategies, policies, standards, and systems in Niger.

  • Support coordination and collaboration with national and decentralized education authorities to strengthen ownership, sustainability, and system integration.

  • Provide technical input and advisory support, as appropriate, to government counterparts and education stakeholders.

Monitoring, Evaluation, Learning and Evidence

  • Work closely with the M&E Specialist and Project Manager to ensure that education indicators, tools, and data collection methods are technically appropriate and aligned with donor and national standards.

  • Analyze monitoring and learning data to assess effectiveness of education interventions and inform adaptive management.

  • Contribute to project evaluations, assessments, research, and learning initiatives related to education programming.

  • Support documentation and dissemination of lessons learned, best practices, and promising approaches.

Inclusion, Equity and Safeguarding

·         Ensure the integration of gender equality, disability inclusion, and equity across all education interventions.

·         Promote inclusive education approaches that address the needs of out-of-school children, children with disabilities, girls, and other marginalized groups.

·         Ensure education interventions comply with organizational safeguarding and child protection standards.

Capacity Building and Technical Support

·         Build the technical capacity of project staff, partners, and relevant stakeholders through coaching, mentoring, training, and supportive supervision.

·         Contribute to performance management processes by providing technical input on staff performance and development needs.

·         Support coordination with sub-grantees and partners to strengthen technical performance and compliance with agreed standards.

Coordination, Representation and Communication

  • Support the Project Manager in technical coordination with donors, government, and partners, including participation in technical working groups and coordination forums.

  • Contribute technical input to donor reports, proposals, presentations, and learning products.

  • Work with communication and knowledge management teams to support visibility and learning related to education interventions.

PROFIL

  Bachelor’s degree in Education, Educational Planning, Social Sciences, Development Studies, or a related field (Master’s degree is an asset).

  Minimum of 5–7 years of experience in education programme implementation and technical leadership, preferably in donor-funded projects.

  Strong knowledge of Niger’s education system, policies, and institutional framework.

  Demonstrated experience in education programme design, quality assurance, and technical support.

  Experience integrating gender, disability inclusion, and equity into education programming.

  Practical experience working with government counterparts, NGOs, and community-based partners.

  Strong analytical, facilitation, and communication skills.

  Fluency in French and English required; knowledge of local languages is an asset.

  Willingness to travel regularly to field locations.

Preferred Knowledge and Qualifications

Master's degree in Education Sciences, Social Sciences (Sociology, Psychology, etc.) or equivalent qualification
