Purpose of project

UNHCR is a key member of the International Data Alliance for Children on the Move (IDAC), a global coalition launched in 2020 to improve data on migrant and displaced children, thereby better supporting evidence-based policymaking. The IDAC Secretariat consists of UNICEF, UNHCR, IOM, Eurostat and OECD. IDAC also collaborates with various stakeholders, including governments.

As part of IDAC, UNHCR works with national partners to strengthen data on children on the move. This specific project aims to assess Indonesia’s statistical system regarding the data of children on the move in close collaboration with BPS (Badan Pusat Statistik, Statistics Indonesia) and relevant ministries. The project focuses on mapping the data landscape, creating a roadmap and providing recommendations for improving age-disaggregated data. A local contractor will lead the assessment using the Integrated Data Ecosystem Assessment and Strengthening (IDEAS) Tool, conduct a desk review, support the kick-off workshop and engage stakeholders particularly the Government of Indonesia. The main deliverable is a report assessing Indonesia’s statistical system and identifying gaps and opportunities.

General Background of Project or Assignment, Operational Context

UNHCR aims to be a trusted leader on data and information related to forcibly displaced and stateless people in order to enable actions to protect, include and empower them. To achieve this vision, UNHCR is investing in priority actions related to data governance, information systems, capacities and skills, as well as the cultural changes needed to strengthen the generation and use of data and evidence. These investments are designed to be informed by data responsibility principles, foster accountability, leverage technology, comply with data protection and information security requirements, and effectively connect information and knowledge across the organization.

The Statistics, Data Science and Survey Section (SDSS) within the Global Data Service (GDS) in Copenhagen oversees UNHCR’s production of global statistics on forcibly displaced and stateless populations. The Section produces UNHCR’s official population statistics which are published on the Refugee Data Finder and in products such as the Global Trends report. The report analyzes the changes in forced displacement and statelessness and deepens public understanding of ongoing crises. The Refugee Data Finder enables humanitarian workers, decision-makers, researchers and many more to quickly access data and information on forcibly displaced and stateless people. The Section ensures that quality and coherent data related to forced displacement and statelessness is systematically, responsibly and efficiently collected, analyzed and presented by UNHCR and its partners.

Increasingly, UNHCR’s approach to strengthen statistics, data and information systems is based on collaboration and collective efforts with partners and stakeholders. Such partnerships ensure the effective use of resources and better-quality data, ultimately improving outcomes for those affected by forced displacement and statelessness.

The section is a key member of the International Data Alliance for Children on the Move (IDAC), a global, cross-sectoral coalition aimed at improving the collection, analysis, and use of data on children affected by migration and displacement. The alliance was formally launched in 2020 to fill data gaps and support evidence-based policymaking to protect and promote the rights of migrants and displaced children. It is led by a joint Secretariat comprised of UNICEF as Chair, UNHCR, IOM, Eurostat and OECD. UNHCR is also a member of its working groups. UNHCR Indonesia plays a key role in this workstream, offering critical insights into data gaps and needs within the national statistical system. The initiative also aims to leverage IDAC’s broad regional and country-level network, including collaboration with the Government of Indonesia and the organizations such as IOM and UNICEF, which have a strong presence in Indonesia.

As part of the IDAC project, UNHCR works with national partners to establish capacity sharing initiatives that will focus on strengthening data on children on the move within Indonesia’s statistical system. The project in Indonesia aims to support the modernization of Indonesia’s statistical system by mapping the data landscape, developing a roadmap to identify key data sources, and enhancing the availability of age-disaggregated data.

Prior to initiating the mapping exercise, UNHCR seeks to engage a local contractor to lead the project aimed at enhancing the understanding of the statistical landscape in Indonesia. Given the importance of stakeholder engagement, particularly with the Indonesian Statistical Office (Badan Pusat Statistik – BPS) and various Ministries, the contractor must be fluent in Bahasa Indonesia and possess strong written and verbal communication skills in English to effectively draft the report and facilitate engagement. BPS will serve as a key partner in this exercise, supporting the review process through the provision of essential documents and participation in focused discussions to refine the scope and direction of the review.

The main deliverable will be a report of the assessment of Indonesia’s statistical system to strengthen data of children on the move using the Integrated Data Ecosystem Assessment and Strengthening (IDEAS) Tool. At the beginning of the assignment, the candidate will undertake a desk review summarising the Indonesian statistical landscape, main stakeholders, key data sources and data gaps related to children on the move. The candidate is also expected to support the in-person workshop and collaborate with the Government of Indonesia including BPS and the relevant Ministries.

Required qualifications, language(s) and work experience

Education

University Degree in Statistics, Demography, Public Policy, Social Sciences, International Relations or any other related field.

Required/mandatory

• 6 years relevant experience with undergraduate degree; or 5 years relevant experience with graduate degree; or 4 years of relevant experience with doctorate degree.
• Proven experience in synthetizing policy issues and technical writing.
• Prove experience of conducting in-depth research on a technical topic and condensing information into an analytical report.
• Ability to work in an international environment and under tight deadlines.
• Experience working with multi-stakeholder projects with significant coordination needs.
• Experience working with National Statistical Offices, statistical production or quantitative data collection, analysis or dissemination processes.
• Experience writing or editing technical publications in English and Bahasa Indonesia.
• Experience in the organisation of regional and/or country workshop.

Desired

• Previous UN experience or experience of working with an international organization.
• Previous experience of working with the Government of Indonesia, especially the Ministry of Home Affairs and/or the Ministry of Foreign Affairs.

Language

Location and Conditions

This is a full-time individual contract and the successful candidate will be homebased.
