The role:

If so, consider joining our team as the Commerce and Compliance Division (CCD) Technical Business Analyst where you'll be in charge of evaluating and displaying business data, working on cross-functional project teams, researching with external educational partners and assisting with infrastructure updates. From testing to troubleshooting, data analysis and documentation, to collaboration with skilled operations staff with a shared vision of developing better business practices - this role offers a dynamic blend of technical insight with business engagement across the division’s modernization efforts.

A day in the life:

  • Coordinate divisional business systems initiatives like maintenance, enhancements, implementations and upgrades.

  • Monitor progress and ensure compliance with applicable laws, rules, policies, standards and procedures.

  • Serve as subject matter expert and system steward for CCD business systems and ensure effective daily data management.

  • Analyze potential IT projects and develop estimates of cost, duration and resource requirements.

  • Conduct research related to motor carrier transportation issues. Explain technical and legal issues in a clear manner and provide information using communication tools such as agency website, newsletters and email.

  • Develop division wide standards and goals. Document and evaluate performance in achieving them.

  • Craft policy documents that compliment agency guidelines and clearly express divisional expectations.

  • Write training objectives, create training plans and coordinate content with management team and human resources.

  • Maintain training and policy materials. Solicit feedback from CCD managers and trainees and update content as needed.

  • Work is performed in a typical office environment and hybrid work options are available appropriately 85% of the time.

Minimum qualifications:

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification related to business analysis or data analysis.
 

OR

A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work related to business analysis or data analysis.

  • Demonstrated ability to interpret complex data, apply statistical methods and communicate insights clearly to diverse audiences.

  • Proven experience in managing and testing technical software and coordinating effectively with business and IT teams.

  • Ability to effectively research, implement and support full-cycle IT projects.

  • Strong communication and collaboration skills with the ability to effectively facilitate meetings, present proposals and work across multidisciplinary groups.

  • Ability to apply organizational and change management principles to improve processes and support division initiatives.

  • Demonstrated ability to develop clear technical training materials and policy documentation that align with strategic goals and support staff learning.

  • PROSCI, CCMP or ACMP certification or the ability to obtain within one year of employment preferred.
