Technical Advisor - Energy Utilities
Location: California, Remote US

As a Technical Advisor with ICF, you will have the opportunity to advance integrated grid planning, integration of distributed energy resources, grid modernization, and resilience across North America. Your projects will pertain to both electric transmission and distribution, and will be cross-cutting, involving technology, strategy, planning, operations, regulation, and improving electric customer outcomes. You will have an opportunity to apply your utility system experience and knowledge and interact with experts and clients.
We are looking for an individual who balances strong communication and technical skills, with the ability to work independently and collaboratively.
This is a part-time position. Work can be done remotely or at one of ICF’s offices, including in San Francisco, California and Reston, Virginia.
What you will do:
Provide strategic insights and technical expertise to ICF teams and clients in complex engagements.
Provide strategic support for clients tasked with planning and operating the electric grid amidst changing policy and regulatory environments and evolving market conditions.
Work independently or as part of a team supporting clients in challenges related to electric grid modernization, integration of distributed energy resources (DER), resilience, decarbonization, and other grid planning matters.
Manage and grow client relationships by delivering excellent value, consistency, quality, and dependability. Support business development, including leveraging existing relationship to generate leads, prospects, and new business in partnership with our Business Development and Marketing teams.
Minimum Qualifications:
Bachelor’s Degree in engineering, business, policy or related field.
25+ years of industry related experience.
15+ years of experience in distribution system planning, utility investment planning, grid modernization technologies and related project implementation within or for a utility.
Experience with current energy market issues including utility ratemaking and regulation, distribution-transmission interface; and DER integration and valuation.
Experience preparing technical content for utility regulatory proceedings.
Preferred Skills/Experience:
Master’s Degree in engineering, finance, business, policy or related field.
Experience working at or for electric utilities.
Deep expertise in electric utility system planning matters, both distribution and transmission.
Testimony experience in utility regulatory proceedings.
Please note: This is a part‑time, on‑call position. The target hourly pay range for this role is $83.00–$143.00, based on part‑time, on‑call employment.
For reference only, this hourly range is equivalent to approximately $174,701–$296,992 on an annualized basis, assuming full‑time hours. Actual compensation is paid on an hourly basis and will vary based on hours worked.
Compensation is determined by a variety of factors, including but not limited to relevant experience, skills, geographic location, and internal equity. While the role is targeted within this range, ICF may consider a higher hourly rate for exceptionally qualified candidates, where appropriate.

The pay range for this position based on full-time employment is:
