About the Project
The ASEAN-UK Supporting the Advancement of Girls’ Education (SAGE) Programme is the UK’s flagship education initiative with ASEAN, funded by FCDO. Phase II (2026–2029) aims to improve foundational learning outcomes for the most marginalized children, particularly girls, and strengthen national systems to sustain progress through locally led, evidence-based solutions. The programme will operate regionally across all 11 ASEAN Member States, with a deeper focus on Cambodia, Lao PDR, Timor-Leste, and potentially the Philippines. Key pillars include foundational learning, inclusion for out-of-school girls and marginalized groups, and gender-responsive digital skills for employment.

Position Overview
The Team Leader will provide overall strategic leadership, technical direction, and management oversight for the ASEAN-UK SAGE Phase II programme. This role will ensure delivery of high-quality, evidence-based interventions designed for scale, foster strong partnerships with ASEAN Secretariat and Member States, and guarantee compliance with FCDO’s Programme Operating Framework. The Team Leader will be accountable for achieving programme outcomes, managing risk, and driving adaptive learning across all components.

Key Responsibilities

  • Provide vision and leadership to ensure the programme meets its objectives of improving foundational learning and reducing exclusion among girls and marginalized groups.
  • Lead strategic engagement with ASEAN Secretariat, Member States, and other regional stakeholders to align interventions with regional priorities and national education plans.
  • Oversee technical assistance, policy dialogue, and advocacy efforts to translate evidence into action and influence reforms at national and regional levels.
  • Ensure interventions are designed for scale and sustainability, leveraging partnerships and regional platforms from the outset.
  • Manage programme governance, MEL framework, and performance-based delivery in compliance with FCDO requirements.
  • Supervise senior technical and operational staff, ensuring effective coordination across research, capacity building, and implementation teams.
  • Represent FHI 360 in high-level forums and maintain strong donor relations, ensuring timely reporting and value-for-money delivery.

Minimum Qualifications

  • BA required; however, an Advanced degree preferred in Education, International Development, Public Policy, or related field.
  • At least 12+ years of experience required (although 15+ strongly preferred) in education programming, with a strong track record in foundational learning, inclusion, and systems strengthening.
  • Experience working with (directly or indirectly) the ASEAN Secretariat and/or Ministries of Education in the target countries.
  • Demonstrated experience leading large, complex, multi-country programmes funded by FCDO or similar donors.
  • Proven ability to engage with regional bodies, national governments, and development partners to influence policy and drive systemic change.
  • Expertise in evidence-based education interventions, MEL frameworks, and adaptive management.
  • Strong leadership, communication, and partnership-building skills; fluency in English required, knowledge of ASEAN languages an asset.

Preferred Experience

  • Familiarity with ASEAN education systems, regional integration processes, and policy platforms.
  • Experience with EdTech and AI-enabled solutions for learning improvement.
  • Prior work on gender-responsive education and digital skills initiatives.
