Job Description:

Business Oregon, the state’s economic development agency, is seeking a dynamic and experienced Targeted Capital Manager (Grants, Loans, and Programs Manager 2) to lead a team delivering critical infrastructure and capital programs.  This position will provide leadership and supervisory oversight for the Infrastructure and Program Services Section’s Seismic Rehabilitation, Brownfields, Child Care Infrastructure, Aquifer Recharge and County Fair programs. The team works closely with communities and stakeholders across Oregon to support regional economic development initiatives.

This hybrid role offers partially remote work options, with the expectation of in-office presence at least one day per week to foster collaboration with section managers, team members, and agency leadership.

What you will do:

As the Targeted Capital Manager, you will play a pivotal role in shaping and delivering high-impact programs that strengthen Oregon’s communities. Your leadership will ensure effective program delivery, staff development, and alignment with agency goals. Key responsibilities include:

  • Coordinate daily with Infrastructure Manager, Project and Services Manager, and Infrastructure Debt Manager on matters related to program funding and project development.

  • Provides direct supervision and leadership to currently 5 Program staff that are geographically disbursed. Reviews and assigns work, develops work procedures and processes consistent with agency and division policy and standards, and establishes work schedules.

  • Maintains a current and comprehensive project and policy status chart that clearly outlines each team member’s workload and priorities. This includes tracking progress across all stages of project development and financing, such as concept review, intakes, applications, awards, contracts, and monitoring, as well as identifying and addressing related policy issues.

  • Evaluates staff performance and service quality through regular review of assignments, project progress, statistical reports, as well as through direct communication with stakeholders. Conducts weekly team meetings and one-on-one check-ins to provide feedback, support professional development and ensure alignment with program goals.

  • Provides leadership and direction for the agency’s Seismic, Brownfields, Child Care, Aquifer Recharge and County Fair programs and the Infrastructure Section.

  • Provides expert guidance on economic development programs to the department’s management team, contributing to the development of a cohesive and integrated strategy that fosters alignment and synergy across program areas.

  • Maintains current and detailed knowledge of funding programs, including eligibility criteria, documentation standards, contract monitoring procedures, applicable exemptions, and other regulatory requirements.

  • Responsible for section compliance with department, state and federal rules and guidelines.

  • Reviews and approves final staff recommendations and project contract agreements for accuracy, and either signs or forwards them to senior or executive management for final authorization, as appropriate.

The ideal candidate will possess a combination of some or all the following skills:

  • Demonstrated experience managing public infrastructure or capital funding programs, including project development, financing coordination, and contract monitoring.

  • Proven ability to interpret and apply state and federal regulations, including Oregon Revised Statutes and Oregon Administrative Rules, in the administration of grant and loan programs.

  • Experience supervising geographically dispersed teams, including performance management, coaching, and professional development planning.

  • Strong stakeholder engagement skills, including collaboration with local governments, legislators, and interagency partners to advance community and economic development projects.

  • Experience leading or contributing to policy development and process improvement initiatives, such as Lean, within a public sector or regulatory environment.

  • Proficiency in using data and performance metrics to evaluate program effectiveness and inform strategic decision-making.

  • Experience evaluating grant and loan applications, including developing scope of work, both budgets and activities to be funded.

What you need to qualify:

Six years of supervision, management, or progressively related experience;

OR

Three years of related experience and a bachelor's degree in a related field.
