Department Overview

We specialize in HR specifically for the Rakuten Mobile business, which is a key focus of the Rakuten Group. We support all aspects of HR functions (talent management, recruitment, development, evaluation, labor relations, HRBP) with approximately 60 members. While collaborating with Rakuten Group, Inc., we address HR issues specific to Rakuten Mobile and provide comprehensive solutions from planning and implementing measures.

Position Details

Main Responsibilities
- Develop and execute talent management strategies
- Manage and run internal mobility (transfer/rotation) processes
- Plan and implement initiatives to promote employees’ career development
- Optimize talent management through data analysis
- Review and optimize organizational structures through HR/personnel actions
- Collaborate and communicate with internal and external stakeholders

Examples of Work
- Plan and manage the self-assessment survey to help employees reflect on their careers and create opportunities for career discussions with their managers; communicate with business managers and report results to leadership
- Operate the internal job posting program, analyze issues, and improve the scheme
- Handle various employee movements within and outside the group, as well as moves involving external organizations and overseas assignments (e.g., secondments and transfers)

Work Environment

Mobile/RTS Human Resources Department: approx. 60 people
Talent Management Section: approx. 15 people
Talent Management Group: approx. 10 people

Mandatory Qualifications:

- Business-level Japanese proficiency
- 3+ years of hands-on experience in HR, organizational development, talent management, or a related field
- Ability to adapt quickly to changing environments and new challenges
- Experience working collaboratively in a team and ability to partner effectively with other departments
- Basic Excel skills (pivot tables, VLOOKUP, and basic arithmetic required) and PowerPoint skills

Desired Qualifications:

- Business-level English proficiency
- Experience in project planning, execution, and management
- Ability to analyze issues and propose and implement effective solutions
- Experience working collaboratively with people from diverse backgrounds (e.g., nationality, religion, gender)
- Strong communication skills with senior leadership and other stakeholders
- HR-related certifications (e.g., Health Officer certification)

TOEIC 800 or above (or proof of an equivalent English qualification/level, or proof of a bachelor’s degree or higher from an English-speaking country).
