Job Summary: This position is located in Federal student Aid (FSA), Chief Technology Office in Washington, DC; Atlanta, GA; Chicago, IL; Dallas, TX; Denver, CO; Kansas City, KS, Seattle, WA, New York, NY, Boston, MA, Philadelphia, PA, San Fransisco, CA. FSA is responsible for managing the student financial assistance programs authorized under Title IV of the Higher Education Act of 1965. These programs provide grant, work-study, and loan funds to students attending college or career school.

As a SUPVY IT Specialist (Project Manager), GS-2210-15, you will be responsible for: • Managing and ensuring the performance of role-specific tasks: project Management (PM), time, resource, and budget management, scope management, schedule management, risk management and coordination on contracts and contracts management and oversight. • Managing the identification and coordination of technical activities with technical teams for projects, prioritizes technical tasks and sequence tracks of work, proactively manages technical risk and mitigation plans • Providing expert project management, business, and technical leadership to accomplish the stated goals and objectives of IT projects for FSA. • Interacting effectively with FSA business leaders, their direct reports, and program managers to plan and update projects, resolve issues using sound judgment, build credibility through timely communication and on‐track delivery, maintain strong internal and external communications, and provide accurate, timely status reporting on project risks and issues. • Exercising supervisor control over assigned staff.

Qualifications: Minimum Qualification Requirements You may meet the minimum qualifications for the GS-15, if you possess the specialize experience. Specialized Experience for the SUPVY IT Specialist (Project Manager), GS-2210-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience leading enterprise Agile portfolios in a technology Project Management Office (PMO), managing intake, prioritization, governance, and making incremental funding decisions, related to complex governmental or business acquisitions and vendor performance for multi-million dollar modernization programs with task orders or contracts aligned with capital planning using agile methodologies (Scrum, Kanban, and SAFe) and portfolio metrics to deliver multiple releases yearly, accelerate cycle times, and improve on-time delivery. 2. Experience in overseeing cross-functional teams working simultaneously on multiple IT projects and initiatives; responsible for workforce planning, managing performance, mentoring team members, and ensure alignment and achievement of organizational goals to deliver multiple quality, product releases using Agile methods. 3. Experience implementing PMO tools and reporting frameworks, including the configuration of DevOps and project management systems (e.g., JIRA) integrated with portfolio dashboards and automated status reporting to ensure the creation of standardized project artifacts, such as risk registers, independent cost estimates, and Agile performance metrics, as well as completion of compliance checkpoints to enhance portfolio transparency and reporting.” Basic Experience Requirements You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below. 1. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Skill in leading and directing people, teams and programs / projects associated with IT application development; the development of mission-critical enterprise class applications, and enterprise-wide Information Technology (IT) projects. 2. Skill in IT application development methods, processes and standards. 3. Ability applying project management methodology tools and techniques. 4. Ability to develop acquisition artifacts required to establish and maintain the ongoing operations of a system.
