Job Summary: This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000), and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The incumbent has responsibility in sufficient scope to make decisions in the areas of personnel administration, space utilization, and budget planning, having an impact inter- or intra-organizationally. As a professional and administrative adjunct to the Chief of the Service, responsibilities lie principally in the areas of administrative support to the Chief, programmatic and clinical care, personnel issues, fiscal planning, physical plant maintenance, and in research and training. The incumbent supports the Chief in providing administrative control and programmatic leadership for the specialized residential and outpatient programs within the service, assuring a full range of professional and direct care services, coordinating research and program evaluation projects, and developing a training program in conjunction with educational institutions. The incumbent assists in coordinating the service delivery of a vast and growing number of specialized treatment programs, which provide a full range of professional and direct-care services to homeless, justice-involved, and substance-dependent Veterans. In this role, the incumbent has primary responsibility for reviewing and developing service policies and procedures through the TQI process, monitoring medical records documentation compliance, and ensuring that all Domiciliary programs successfully pass accreditation by relevant accrediting bodies. FUNCTIONS OR SCOPE OF ASSIGNED DUTIES INCLUDE BUT ARE NOT LIMITED TO: Assists the Service Chief in oversight responsibility for 7 outpatient and residential treatment programs and 177.5 FTE managed by Domiciliary Service. Serves as Program Manager for the 3 programs operating throughout the VAPAHCS and VISN 21 catchment areas. Primary administrative and professional supervision of 10 FTE in 4 distinct residential and outpatient programs: In a limited capacity, may function as a Staff Social Worker within the Domiciliary Service when needed, providing a range of psycho-diagnostic services, including assessment, and using the most appropriate psychotherapeutic techniques in providing quality care. Provides clinical supervision to trainees. Provides training and supervision as needed to other disciplines. Oversees the establishment of program monitors and outcome measurements within the Domiciliary Service, using Continuous Quality Improvement (CQI) processes, chairs the Domiciliary Continuous Monitoring Committee and presents findings at the Domiciliary Service meeting quarterly. Represents the Domiciliary on decision-making committees at the Medical Center or Healthcare System as needed. Driver's License: The incumbent of this position must possess an appropriate, valid CA driver's license to operate sanctioned vehicles in the transportation of patients and/or equipment. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected, but may not be hired until all requirements are met. Basic Requirements: The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for a master's degree in social work. Verification of the degree can be made at http://www.cswe.org/Accreditation to confirm that the social work degree meets the accreditation standards for a master's in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Failure to Obtain License or Certification: In all cases, social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment. Failure to become licensed or certified within the prescribed amount of time will result in removal from the GS-0185 social worker series and may result in termination of employment. Loss of Licensure or Certification: Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Social Worker (Program Manager), GS-14: Experience and Education: One year of experience is equivalent to the GS-13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. An individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. [(3) Licensure/Certification: Individuals assigned as social worker program managers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all the following KSAs: Skill in large-scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to collaborate with internal and external partners to further program goals and enhance patient-centered care. Ability to provide the full range of supervisory duties, which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and, when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient-centered care. Preferred Experience: Knowledge and experience supervising an interdisciplinary team. Experience preparing and leading programs through accreditation surveys and ensuring ongoing readiness for accreditation surveys. Experience analyzing performance data and generating process changes to improve outcomes. Experience writing and updating Standard Operating Procedures. Demonstrates a mindset of continuous improvement, with experience leading process improvement projects. Experience leading employee satisfaction improvement efforts.
