Major Duties:

  • You will perform full range of supervisory responsibilities for a direct report subordinate staff consisting of five Information Technology Specialists, GS-2210-13; and two Program Analysts, GS-2210-13 / GS-2210-12.
  • You will plan, direct and administer the work of the division through analysis of Navy information environment modernization requirements.
  • You will develop fiscal year focus areas, establish priorities, assess civilian competencies, analyzing level of effort, assigning tasks, and providing strategic oversight of divisional focus areas.
  • You will oversee the development and execution of civilian Individual Development Plans (IDPs).
  • You will plan and manage annual travel budget execution for the Department.
  • You will manage the personnel and process for executing the Navy's Fleet Readiness Certification Board (FRCB) which enables NAVIFOR to maintain C4ISR readiness by assessing the maturing of systems scheduled for installation at Navy shore activities.
  • You will provide IT/IM platform engineering consultation services for design and implementation of software and hardware platforms to ensure compliance with DON and DoD standards and principles.
  • You will serve as a member of IT/IM project review panels.
  • You will apply IT-related laws, policies, directives, and provide IT-related guidance throughout the total acquisition lifecycle.
  • You will support and implement Department of Defense Information Network compliance activities.

Qualifications: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and mastery level knowledge in the development and implementation of information technology enterprise architectures; including the documentation of such architectures. Experience and mastery level knowledge in the application of DoD, DON, and Navy information technology policies, directives, and guidance. Experience and mastery knowledge of current constraints imposed by law and regulations promulgated by the Congress, General Services Administration, Government Accountability Office, National Institute of Standards and Technology (NIST), DoD, and DON is required and will be used to form the basis for proceeding with the planning, analysis, prioritization and management of complex, advanced information systems. Experience and mastery knowledge of and significant experience in the development and implementation of data communications networks to address mission critical operations. Experience and knowledge of and skill in applying advanced IT principles, concepts, methods, standards and practices. Experience and knowledge of and experience in the development and implementation of software applications to address mission critical operations. Experience and knowledge in the development and implementation of databases or other digital information repositories to address mission critical operations. Experience and knowledge of information systems security principles and concepts; including DoD security domains and information assurance practices.
