Job Summary: This National Guard position is for a SUPV HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), Position Description Number D2082000 and is part of the Recruiting and Retention Battalion located in Draper, with the Utah Army National Guard. IAW UTNGR 690-12 dated AUG 2022, Priority will be given to all current, onboard employees of the UTARNG The selecting supervisor for this vacancy is CPT Dallin Peterson .

Major Duties:

  • Major Duties: This is not an all-inclusive list As a SUPV HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), GS-0201-11, you will: Develops, implements and evaluates the personnel and administrative policies for the Brigade/Group/Troop Command. Serves as the primary advisor for the command in the areas of personnel, legal, and medical operations. Reviews legal documentation and provides recommendations for appropriate actions and/or forwarding to higher headquarters. Develops command level guidance and oversees the implementation of the enlisted promotion management system. Ensures timely completion of military personnel evaluation reports. Provides assistance and guidance in the preparation of officer promotion packets for required board actions. Responsible for planning and coordinating health service support (i.e. annual medical certification, vaccinations, physicals, profiles, medical review boards, etc) for the command. Plans for the establishment and operation of the Administrative and Logistics Operations Center. Makes day-to-day decisions for the commander in the area of personnel assignments. Investigates and recommends, as directed, appropriate action on incidents, accidents, and complaints involving subordinate units' personnel. Ensures the completion of line of duty (LOD) investigations and responds to congressional inquiries and IG complaints. Maintains oversight for financial, legal, and medical concerns of assigned personnel. Reviews, analyzes, and provides recommendations relative to proposed Modified Table of Organization and Equipment (MTOE) and/or force structure changes to determine the impact on personnel authorizations. Keeps abreast and ensures the implementation of new policy statements, regulations, and directives issued by higher headquarters concerning administrative and personnel activities. Provides guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements. Coordinates and assists in developing plans for recruiting and retention within the command. Analyzes the personnel portion of the organizational readiness report to determine critical needs and priorities for the strength management program. Develops and institutes the officer accession plan to include state and federal officer and warrant officer commissioning programs, direct commission, interstate transfers, and other component transfers. Represents the National Guard and the Commander in the community. Provides support for community activities such as parades, celebrations, military funerals, etc. Plans, organizes and assigns work to employees engaged in personnel and administrative work assigned at the command level. Prepares requests for filling vacancies to meet workload requirements. Acts to resolve disciplinary problems or forwards to higher level management for resolution. Performs other duties as assigned.

BASIC QUALIFICATION REQUIREMENTS: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences as a GS-0201-09 or above *Must submit SF 50 to validate claim* OR Demonstrate the following Specialized Experience : Knowledge of a wide range of military human resource management concepts, regulations, policies, procedures, analytical methods, and techniques sufficient to provide comprehensive guidance to the command and staff within the Brigade/Group/Troop Command. Knowledge of requirements as defined by the authorized or pending MTOE sufficient to analyze personnel authorizations to ensure desired level of personnel readiness posture is maintained. Knowledge of personnel and medical readiness factors and requirements in order to enhance overall readiness of the organization. Knowledge of personnel and administrative functions to direct and conduct subordinate unit inspections and assistance visits and evaluate the results. Knowledge of military and state codes, laws, rules, and disciplinary procedures to advise organizational commanders on available courses of action. Knowledge of strength maintenance procedures and programs within the organization in order to develop and implement strength maintenance plans. Knowledge of accession and appointment requirements for officer and warrant officer candidates sufficient to provide procedural guidance for completing commissioning and appointment packets. Knowledge of personnel deployment requirements sufficient to provide procedural guidance in the maintenance of individual mobilization files, review and monitor the status of personnel and medical deployment requirements, and the publication of required personnel orders. Knowledge of organizational missions and capabilities to perform presentations and briefings to community or military representatives and organizations. Ability to communicate both orally and in writing sufficient to express ideas and give guidance utilizing presentations, briefings, and correspondence.
