Major Duties:

  • Monitors and reviews physical inventory processes and performance for enterprise-wide studies and initiatives and serves as senior advisor to the IM Process Owner regarding enterprise-wide Order Fulfillment functional process performance issues.
  • Develops methodology and procedures to identify problems and develop solutions that improve effectiveness of performance review.
  • Plans, organizes, and directs reviews; the DLA physical inventory controls for Working Capital Fund inventory including Distribution, Energy, Vendor Managed, and Disposition inventory.
  • Based on research and findings, provides the Process Owner and other senior level agency representatives with recommendations addressing complex and interrelated enterprise-wide Order Fulfillment issues for successful implementation.
  • Recommends process-specific improvement designs based on comprehensive surveys and studies involving the formulation, coordination, and implementation of short-range and long-range plans for successful deployment of enterprise system.
  • Conducts policy analysis and serves as Agency expert for the development and implementation of enterprise-wide policies related to the Order Fulfillment processes.
  • Analyzes legislative/regulatory requirements impacting Order Fulfillment process activities, interpret intent of governing documents, and direct complex studies of policies, procedures and programs, including functional and system implementation.

Qualifications: To qualify for a Supply Systems Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience with Order Fulfillment processes, including system functionality and business capabilities and the understanding of the critical path of both system and manual activities to recommend changes in how the process is executed from a process and/or system perspective. Knowledge with systems applications governing automated supply management and data maintenance to recognize systemic problems, to identify the source(s) of discrepancies, and to input, manipulate, extract, and maintain automated information. Experience with financial statement audits, setting internal controls and experience applying them to Order Fulfillment automated and manual business processes. Developing supply policy, procedures, techniques, tools, and methods to a variety of work situations, to respond to problems/questions involving implementation of supply guidelines, and to translate general policy guidance into detailed operational procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
