Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPPLY MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D0883P01 and is part of the IL DOL, National Guard.

Major Duties:

  • As a SUPPLY MANAGEMENT SPECIALIST (TITLE 32), GS-2003-7/9/11, you will develop command logistics guidance and support plans for federal and state missions. Major Duties - This is NOT an all-inclusive list: Formulate and implement the comprehensive logistics support plans, policies and logistics operations support, based on logistics data and requirements obtained from the Joint Force Headquarters (JFHQ) staff, units, USPFO, NGB and other organizations. Develop, coordinate and implement policies, procedures and requirements for unit deployment, inter-service support agreements as approved by the USPFO, emergency support for civil authorities, training exercises support and environmental compliance. Ensure coordination between units, JFHQ staff, USPFO, NGB and other agencies on command logistics support requirements. Initiate equipment redistribution guidance. Responsible for operation of the logistics operations center to support JFHQ Emergency Operations Center for Federal and State missions. Obtain data from the Unit Status Report and the Material Readiness Report to determine and improve logistics readiness. Consolidate all logistics readiness indicators to formulate an assessment of the command logistics readiness of the state. Develop the Equipment on Hand policy that directs the supply and services officer and (DOL) DCSLOG/G4 to initiate equipment redistribution actions within the command. Develop command requirements for new equipment training. Serve as the Information Systems/Automation Security Officer, Physical Security Officer and Safety Officer for the directorate, providing technical oversight throughout the shops and activities of the program.

Qualifications: AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted/Warrant Officer/Officer - E6-O4 GENERAL EXPERIENCE: MUST possess experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 Level (or WG equivalent) . An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 1-year equivalent to at least GS-9 (or WG equivalent) ; experience supervising and/or managing supply personnel and a variety of supply functions; knowledge on the entire inventory management supply system; experience coordinating with other organizations on complex and controversial supply issues; experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. GS-9 Level MUST possess at least 1-year equivalent to at least GS-7 (or WG equivalent) ; experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc; experience involving the control of supply stocks and accounting for equipment; knowledge of supply functions, cataloging, maintenance, and disposal procedures; experience in cost estimates, budgets, or funding management; experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support; experience requiring person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. GS-7 Level MUST possess at least 1-year equivalent to at least GS-5 (or WG equivalent) ; experience analyzing problems to identify significant factors, gathering pertinent data, and recognize solutions; experience planning and organizing work; experience in communicating effectively orally and in writing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
