General Background

UNHCR Rwanda, within the framework of the PRM-funded “DRC–Rwanda Voluntary Returns” project, is implementing activities to facilitate the voluntary, safe and dignified return of Rwandan refugees from the Democratic Republic of the Congo (DRC) and to support the voluntary repatriation of Congolese refugees from Rwanda.

The operation contributes to durable solutions, peacebuilding, and social cohesion in the Great Lakes region by providing returnees with protection, transportation, reception, and reintegration assistance in coordination with government counterparts and partners.

Within this context, the Supply Associate will provide logistic support to ensuring a robust in close collaboration with relevant UNHCR units, implementing partners, and government counterparts. The incumbent will support all aspects related to the transportation of returnees.

Purpose and Scope of Assignment

Under the direct supervision of the Head of Field Office, the incumbent will undertake the following tasks:

Receive information and transport needs calculate load plans and order buses for the transport of returnees and asylum seekers from border points to transit centers while ensuring load optimization and cost effectiveness.

Develop efficient road network designs and transport plans for the relocation of returnees and refugees from transit centers places of origin and refugee camps respectively.

Analyze the existing fleet (with Peak-of-Peak method) and ensure that it is optimally aligned with the operational needs for delivery of protection and assistance to persons of concern (POC). Provide in-depth analysis periodically.

Work with key counterparts in receiving, distributing, tracking of vehicles, accident, and incident reporting and schedule vehicles for service.

Provide fleet management reports, customized

reports, and gather information on all fleet assets and provide in-depth reports periodically and when requested

Compile and analyze statistical information, identify trends and developments in fleet related matters that will assist in decision making. Monitor the utilization and perform updates of the Vehicle Tracking System (VTS) for vehicles within the AoR. - Disseminate, promote commitment to and monitor compliance with UNHCR's global policies, standards and guidance on fleet management.

Monitor fuel consumption and produce monthly fuel consumption reports, and analysis.

Ensure local liaison with partners to effectively support the supply activities. - Manage storage of goods according to "best practices" and UNHCR rules and regulations. - Coordinate supply activities of UNHCR Partners and/or contractors performing supply related activities, and ensure that they understand and adhere to relevant UNHCR rules and procedures.

Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s). Perform other related duties as required.

Minimum Qualifications

3years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.

Certificates and/or Licenses: transport management, Logistics; Supply chain; Business Administration; Commerce; Economics; HCR Supply Chain Lrng Prog;

Relevant Job Experience Essential Ability to work in geographically diverse teams. High degree of integrity. Advanced Excel skills. Desirable Knowledge of fleet Wave, VTS, CERP Supply chain management and procurement management modules and any other vehicle management or supply chain management software is considered an asset. Experience and knowledge in transport management.

Languages

Fluency in spoken and written English and Kinyarwanda is a required. Knowledge of French is an asset.

Qualifications and Experience

Completion of UNHCR learning programmes or specific training relevant to functions of the position such as the Supply Chain Learning Programme (SCLP) is an asset.

Other UN procurement and logistics trainings – such as IAPSO and UNPD – is an asset. Knowledge and working experience of PeopleSoft/MSRP Supply Chain applications is an asset. CIPS certifications is also an asset. Proven interpersonal skills; good spoken and written communication skills, including ability to prepare clear and concise reports.
