Our Global Supply Change Management (GSCM) team offers an excellent opportunity to join our dynamic growth oriented environment responsible for managing one of our major supplier portfolios supporting all development Programs, reporting directly to the Production Programs Associate Director. You will have full accountability for directing assigned subcontractors on one or multiple subcontracts and / or programs. In addition, this position will serve as primary GSCM representative for the program(s).

The International Supplier Performance Manager role is a dynamic and results-oriented position focused on international supplier development, strategic decision-making, and ensuring customer satisfaction. As a pivotal team member within the Global Strategy and Supplier Development (GSSD) organization, you will take the lead in developing and managing suppliers in the MENA region and/or Europe, subject to business needs.

Key responsibilities include creating and executing supplier strategies to develop major assemblies and technologies that meet program objectives and fulfill both Direct and Indirect Offset obligations. Success in this role will rely on your ability to operate within a matrixed environment, fostering close collaboration with functional and program leadership, product lines, and international teams.

This is a high-visibility position that requires strong leadership skills, strategic vision, and the ability to act as a liaison between various functions, programs, and regional teams to ensure alignment on supplier development and execution. Your contributions will play a crucial role in achieving RTX's global supplier performance and development goals. 

What You Will Do:

  • Support Global Supply Chain activities to ensure program objectives are met in a timely manner to include subcontractor (or product family if applicable) financial, technical, quality, programmatic, and schedule performance
  • Support financial planning activities to include forecast, AOP and EAC
  • Develop and implement a sourcing and subcontract program management strategy that addresses overall program capture needs and execution
  • Direct proposal efforts for Supply Chain
  • Be responsible for nurturing the growth and development of a team normally composed of supplier engineers and procurement professionals
  • Support the operational, technical and financial health of subcontracting / material through assessments, measurements and metrics
  • Lead on site sourcing activities to develop suppliers to be “Raytheon Ready” in support of both Direct and Indirect projects meeting Localization obligations.
  • Manage overall performance of subcontractors to support the achievement of contract performance objectives.
  • Collaborate effectively with the PMO and Supplier IPT to accomplish Customer and program requirements as well as coordination with the Supplier Management team.
  • Provide daily on-site leadership working with the suppliers management and the RTX on site team reporting to the NSPA and/or SBU PMO  team with consistent and concise updates.   
  • This role will be critical in supporting internal gates 4-10 and will be critical in leading PARs, CDR, PDR, PRR and SRR’s at the supplier.  Effective relationship management and communications between suppliers and appropriate Raytheon counterparts.
  • Ensure the creation and execution of the supplier development strategies to support supply chain and business objectives Identify risks, and lead supplier development activities.  
  • Own the relationship with the supplier leadership
  • Work with the team, perform a Supplier Gap Analysis and lead the successful closure of all items identified.
  • Support international business travel up to 25% to ensure successful supplier development execution.

Qualifications You Must Have:

  • Typically requires a University Degree and a minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience.
  • Minimum 10 years relevant business experience and 8 years of Manufacturing, Supply Chain, or Operations management experience.
  • Experience successfully leading and managing with limited oversight, cross-functional teams at Supplier Site (International preferred, Domestic considered) and leading collaborative teams on tactical and strategic discussions to drive results and break down barriers.
  • Experience utilizing Master phasing schedules and Integrated Master Schedules and experience with Export/Import requirements and licensing.
  • Ability to obtain and maintain a U.S. government issued Secret Clearance.

Qualifications We Prefer:

  • Broad management and leadership knowledge to lead project teams 
  • PM, MPM, or SCM Certification (any level)
  • Experience using Product Data Management tools and MRP systems such as SAP / PRISM
  • Knowledge and experience working with FAR, DFAR, Export/Import requirements.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
