Major Duties:

  • Serves as Deputy Chief Learning Officer, developing learning strategies and managing training programs for the DCAA to meet mission objectives.
  • Responsible for the development, justification and execution of the DCAI training budget; directs and provides recommendations for allocating funds; assesses the work of contract employees and authorizes payments.
  • Leads Agency subject matters experts, computer experts and subordinate instructors, course developers and support staff to refine and leverage best practice and industry standards in the design, development and delivery of training activities.
  • Serves as an expert on training and doctrinal developments and implementing technology into training.
  • Researches and develops methodologies to optimize the use of learning management systems, electronic libraries, databases, learning portals, and distance learning technologies.

Qualifications: You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Specialized Experience: You must have one year of specialized experience at the GS-14 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: Serve as a subject matter expert in the development, planning, and leadership of organizational training and development initiatives; OR oversee strategic projects to enhance training programs, policies, and related processes; OR demonstrate proven expertise in managing training and development programs, projects, and policies, as well as applying adult learning theory and instructional systems design techniques. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
