Job Summary: About the Position: RECRUITMENT/RELOCATION/RETENTION INCENTIVE may be requested through management and may be authorized up to 25% of base salary per year to be paid bi-weekly for a period of service up to 2 years.

Major Duties:

  • Serve as the Deputy to the S-3 for Operations, Plans and Security, for an SDDC (Surface Deployment and Distribution Command) Transportation Brigade.
  • Responsible for advising and assisting the S-3 in all phases of the Ops and Plans missions, which are to coordinate and control the movement of ocean cargo shipments, and plans
  • Primarily responsible for Traffic Management, Planning, Security, Protection, Cargo Booking, Training, Exercises, Surface Operations Center and for DOD and other Federal Agencies in their area of responsibility AOR’s.
  • Primary acting liaison with Military Sealift Command (MSC), commercial ocean carriers, subordinate Battalions and Detachments, or port authorities; coordinating import/export traffic.
  • Serve as an SDDC representative to other DoD agencies and regional MACOMs and COCOM’s involved with exercise and mobilization actions.
  • Manage ocean cargo transportation requirements, resolve problems, and advise the S-3, Operations and Plans of issues requiring intervention.
  • Provide life cycle management for Stevedoring and Related Terminal Services contracts and ensures that all acquisition milestones are met.
  • Represent Command S-3 at conferences and discussions held in higher, lateral and subordinate commands, at which problems involving coordination of the movement of cargo are discussed.
  • Responsible for policy decision making, developing new operating procedures at conferences and discussions held in higher, lateral and subordinate commands.
  • Supervise a team of transportation and traffic management specialists.

Specialized Experience: One year of specialized experience which includes performing transportation management functions, including supporting transportations operations and planning activities ; coordinating ocean cargo movements and clearances ; and developing recommendations related to transportation legislation and policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
