Job Summary: The incumbent serves as Division Chief for the Financial Payroll Service (FPS) at the Veterans Affairs (VA), Financial Services Center (FSC), and as such, directs and guides all division activities and when needed is a key player on the FSC Executive Steering Committee.

Major Duties:

  • Responsible for establishing policies, planning, prioritization and conduct of efficient and economical use of the facilities, supplies, equipment, manpower, and funding resources necessary to accomplish the mission. Provides oversight of the Payroll programs which provides local payroll services to employees that may be scattered throughout the nation. Assists VA Central Office with the processing and calculation of class action lawsuits involving payroll entitlements. Responsible for the execution of administrative and personnel management functions related to the accomplishment of the assigned mission for FSC Payroll Field Services Division. Establishes controls over program schedules and resource requirements to ensure their synchronization across Payroll program programs to include related external activities. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, directing, managing, and coordinating all of the activities related to a financial management system to include interfacing with several major systems (i.e., DCPS. VATAS, HR Smart, IFCAP, FMS, OPM); directing and supervising work requiring significant oversight, coordination, and integration of numerous ongoing projects which directly impact the accomplishment of payroll processing; recommends courses of action which result in organizational structure changes, accomplishment of program milestone schedules, required resource funding levels, and long range plans for assigned systems.
