Job Summary: Incumbent manages the daily operation and may provide direct patient care services in these areas. The incumbent develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use. The incumbent will be responsible for day-to-day supervision of Community Services/Contract Nursing Home and CLC Social Work personnel. Task may include supervision, tracking consults and workload, assisting, and covering Program Coordinator functions.

Major Duties:

  • Manage the daily operation and may provide direct patient care services in these areas. Develop policies and procedures for program operation and prepares reports and statistics. Responsible for day-to-day supervision of Community Services/Contract Nursing Home and CLC Social Work personnel. Complete procurement packages, to request the exercising of the next option year on contracts, evaluating the vendors, and will maintain a working relationship with the Contracting Officer. Maintain current and establishes new contracts, provider agreements, and/or Veterans Care Agreements, Provide administrative, technical, and clinical supervision. Assure team members are trained and fully comply with the provisions of the safety regulations. Assign cases, presenting a wide range of social, emotional, and environmental problems and provide services according to the assessment of veteran's needs. Assess and determine the extent and intensity of social work treatment. Recommend to the community team based on the assessment, focusing on providing the Veteran the needed internal and external resources/supports in the least restrictive environment. Complete statistics and work productivity reports. Maintain knowledge of and effectively carry out and/or utilize VA programs, policies, procedures, services, and benefits. Plan, coordinate, implement, monitor, and evaluate the delivery of services within the program, Coordinate reviews of the nursing homes under contract/provider agreement. Monitor efficiency, effectiveness, timeliness, and quality of services offered. Identify areas for improvement, gather relevant data, assess the data to develop and implement ideas for improvements. Develop a systematic plan for reviewing and appraising the effectiveness of the program. Work with Fiscal department to ensure that funds are available, and payments are made in a timely manner. Develop and maintain communication with relevant line and staff in other Services/programs. Keep staff informed of eligibility criteria, relevant services, and changes as they occur within their program. Maintain files containing data on inspections/reviews. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following: a. Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). b. Education. A master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Must be able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. e. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). GRADE DETERMINATIONS. Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. (4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.
