Job Summary: This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Major Duties:

  • Develop the need for and maintain an awareness of available resources, and make recommendations to facility management regarding needs, distribution, or redistribution of these resources. Authority with fiscal accountability and responsibility for multiple fund control points at the facility and the effective, efficient management of allocated salary and operational funds. Develop long and short-range goals and plan for the organization by coordinating the medical administration needs of the facility. Provide active and well-informed administrative participation in planning for the delivery of home and community-based health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost- effective approaches to the resolution of problems. Participate in the formative stages, in overall facility managerial planning to assure that an awareness of medical administrative issues and implementations are considered and influence management decisions. Serve on various VISN20 and facility committees. Develop, implement, evaluate, and modify department structure and systems to achieve program goals. Participate in the analysis and interpretation of workload and other data used in resource planning. Discuss, investigate, respond, and provide information to resolve conflicts, problems, or serious complaints involving employee(s) or staff group grievances that may arise. Assure management officials are familiar with any negotiated agreements. Effect all levels of disciplinary actions as needed. Recommend changes in policy which can prevent future misunderstandings and complaints. Establish and maintain good relations with various groups and organizations. Ensure all orientation processes meet TJC and CARF standards, including the documentation of completion of orientation. Assure services provided meet nationally accepted standards and are at least equal to those available in the community and are maximally cost effective. Employ update mechanisms proven to be effective in the provision of services. Guarantee all HUD-VASH case management staff members have training in Critical Time Intervention (CTI), Assertive Community Treatment (ACT), Motivational Interviewing (MI), Housing First, Low-Demand Model of Care, and other clinical approaches relevant to the population. Training must be completed within 90 calendar days of initial start date. Establish internal working partnerships to reduce barriers and silos across all homeless and VA medical facility programs to ensure a seamless transition between providers for Veterans serviced in HUD-VASH. Engage in community outreach and develop community partnerships, Provide leadership and direction to promote the development and productivity of all employees supervised. Establish and maintain a process for referral, evaluation, and admission to HUD-VASH to ensure that the most vulnerable Veterans are prioritized. Perform a review of the program process to improve efficiency and further refine the rapid housing process at least annually. Qualifications: To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. BASIC REQUIREMENTS. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S. Code). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Supervisory Social Worker, GS-13. Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
