Job Summary: The incumbent has direct oversight and responsibility for the functioning of the Social Workers assigned to the Patient Aligned Care Team (PACT) program within Social Work Service. Supervisory Social workers have experience that demonstrates possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Supervisory Social Workers are advanced practice social workers.

Major Duties:

  • The incumbent assumes the supervisory and clinical responsibility for the assigned staff that function in the PACT program within the Social Work Service. The incumbent ensures the staff they supervise are aware of, adhere to all current directives of VHA, and meet current Joint Commission standards, State licensure standards, and VA-OIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies and applicable directives. The incumbent has administrative responsibility for clinical program development and is accountable for clinical program effectiveness and modification of service patterns. Plans, establishes, and implements policies and procedures; develops individual or group goals and objectives as well as monitors, operates, evaluates, coordinates, and oversees the staff within in the program. This position requires the incumbent to effectively and efficiently collaborate and communicate with multiple patients, staff, and programs in the VA and in the community in a fast-paced setting daily. Time management, crisis management, creativity, flexibility, professionalism, communication, conflict management skills are required. The incumbent will adhere and uphold the VA Mission, ICARE values, High Reliability Organization (HRO) practices and principles, National SW Code of Ethics (NASW), and Inclusion, Diversity, Equity and Access (IDEA) principles at all levels of practice. Work Schedule: Monday through Friday, 08:00 a.m. - 4:30 p.m. Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for master's degree in social work. Licensure: Candidate must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements, applicants must have one year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. In addition to the experience above, candidates must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. The full performance level of this vacancy is GS-12. Physical Requirements: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items.
