Job Summary: This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The DRRTP is a 170-bed service that provides multiple integrated interdisciplinary residential rehabilitation and health maintenance programs to the eligible veteran. The incumbent is delegated full responsibility for Domiciliary Care by the Chief and has the authority to commit the service in any area which lies within the purview of the organization's functional responsibility. The incumbent must possess a broad, clinical knowledge of and experience in bio-psycho-social rehabilitation and accepted treatments, including a range of evidenced-based therapies and other activities in a residential setting. The position must be able to interact with an interdisciplinary team of health care professionals as well as other ancillary staff to coordinate combined clinical programming, therapeutic community and recreational activities. The incumbent assists in developing program policies, goals and objectives consistent with the mission of the Domiciliary Program. This includes identifying areas requiring administrative and professional review, the drafting and monitoring of service goals, and preparing follow-up reports. - Coordinates and directs administrative, program planning, and clinical meetings which ensure effective communication, proper functioning and accountability of the service. - Ensures that appropriate documentation is maintained for programmatic and administrative measures. - Assists in the development and maintenance of high quality public relations program for the Domiciliary. Serves as a representative for the Domiciliary, and for the Chief, as needed. - Investigates, develops and prepares responses to inquiries from members of congressional, VISN, VACO and service organizations in regard to former or current Domiciliary residents or applicants. Initiates any required or appropriate actions to resolve complaints and problems related to such inquiries. - Assists the Chief in investigating and handling complaints, grievances, and other concerns relevant to the welfare of the service by gathering facts and making preliminary reports. Has the authority to make decisions and take corrective action when necessary. Qualifications: Basic Requirements: a. Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). b. Education. Have a masters degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. c. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social http://vaww.va.gov/OHRM/T38Hybrid/. (3) Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment. Physical Requirements. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. [(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. (4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. Physical Requirements: Work is primarily sedentary, in an office setting, but with some walking, lifting of small boxes of hygiene supplies, but no unusual physical exertion.
