Major Duties:

  • The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the Combat Forces Command (CFC) Division Chief, Special Security Office (SSO) and Chief, United States Space Force, Special Security Office (USSF SSO); a Service and MAJCOM equivalent; exercises first-level supervisory authorities over the S2 Division. Formulate USSF policy, direct and manage the security posture for USSF Sensitive Compartmented Information programs. - As Division Chief, plans, organizes, and directs the activities of United States Space Force and Space Operations Command Special Security Office (SSO) ensuring that SSO complies with legal and regulatory requirements and meets customer needs. - Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. - Serves as SPOC and HQ USSF Technical Authority/focal point for personnel and all intelligence system program security actions. Maintains oversight and reporting requirements on SCI cleared personnel (15k+). - Represents the Special Security Office with a variety of installation and functional area organizations. Establishes, develops and maintains effective working relationship with Director of National Intelligence, National Security Agency, Defense Intelligence Agency, National Reconnaissance Office, US Army, US Navy, Department of State and other national level security/intelligence agencies to ensure accuracy of security policy interpretation. - Defense Special Security Program Management. As the senior service and command subject matter expert, incumbent serves as a central player in the planning, development and execution of security programs concerning national defense programs, involving numerous DOD, national and other governmental agencies.

Qualifications: This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: the work requires a mastery of one or more professional or administrative fields. The employee at this level applies experimental theories and new developments to problems not susceptible to treatment by accepted methods or makes decisions or recommendations significantly changing, interpreting, or developing important policies and programs. The employee requires the ability to plan, organize and direct studies to develop long range studies and forecasts; recommends methods for enhancing efficiency of security systems through modifications and applications of evolving technology; evaluates and makes recommendations concerning overall plans and proposals for USSF security projects; implements national level guidance in USSF standards, guidelines or policies for major security. Position performs key decision-making and policy developing responsibilities in complex assignments such as planning for significantly new or far-reaching security program requirements, or leading or participating as a technical expert in USSF study groups resolving problems in existing security systems and programs requiring innovative solutions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of SCI security management principles, policies and programs for managing an agency-wide security program, to include personnel, physical, information, industrial security and information assurance. 2. Mastery knowledge of governing laws, regulations, precedents and directives governing DoD security and SCI security programs. 3. Comprehensive knowledge of National-level, DoD, Air Force, and Space Force SCI security programs, concepts and principles. 4. Knowledge of laws, mies and regulations governing federal civilian personnel and military personnel management; knowledge of DoD personnel security programs and personnel security programs of the intelligence community (DNI, CIA, NSA, NRO, DIA). 5. Skilled in applying new developments, experienced judgment, and innovative solutions to challenging and complex security concerns. 6. Ability to communicate effectively orally and in writing; ability to deal diplomatically and effectively with all levels of officials in all types of situations. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,"). Department of Defense Security Fundamentals Professional Certification (SFPC), Security Asset Protection Professional Certification, and Security Program Integration Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative". PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
