The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Plans and Program Flight (S5).

Major Duties:

  • 1. Plan, organize, and direct the activities of the 9th Security Forces Squadron, Plans and Programs Flight ensuring that Resource Protection, Physical Security, Reports and Analysis, Criminal Indexing, Installation Security, and Pass and Registration complies with legal and regulatory requirements and meets customer needs. 2. Exercise supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. 3. Represent the 9th SFS/S5 Flight with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other flights within the Squadron and other staff offices on base. 4, Plan, implement and manage programs to ensure compliance with requirements for the protection of installation Protection Level 1-4 (PL-1-4) resources. 5. Represent the Defense Force Commander at meetings, conferences, workshops, panels, etc. Determines the need for, organizes, and conducts meetings, conferences and workshops at the installation, wing or subordinate unit level to discuss and resolve specific protection requirements for Protection Level 1 - 4 resources or to highlight new security policies, procedures, and requirements.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the GS-09 (or above) grade level or equivalent in other pay systems. My experience includes knowledge directing program segments that perform technical, administrative, and protective work. The functions, activities, or services provided have limited geographic coverage and support most of the activities comprising a typical agency field office, an area office. Services significantly affect installation level operations and objectives. The programs and work directed typically have coverage which encompasses a small to medium installation. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of security concepts, principles, practices, and standards relating to the protection of resources and crime prevention and suppression. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of DoD, AF, MAJCOM, and wing missions, functions, and structures. 6. Knowledge of security forces programs and governing policies, directives, instructions and procedures. 7. Knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects and evaluate results for the management and completion of programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience.
