Major Duties:

  • SUMMARY: The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the School Age Care program. To plan, develop, organize, and oversee the long-range and day-to-day operation of a comprehensive school-age childcare program consisting of such activities as before and after school care, full day care/camp, and school holiday care/camp for youth 5-12 years of age. DUTIES: Develops, coordinates, and implements activities, programs, and special events, consistent with program objectives and in accordance with health, safety, and security standards for the School Age Care programs. Plans, organizes, and directs the activities of the School Age Care program ensuring that the program complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Monitors training of staff and volunteers according to established policies and procedures. Represent the School Age Care program with a variety of installation and functional area organizations.

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions + IOR for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in child or youth development, such as youth recreation, physical education, elementary education, secondary education, child development, psychology, social work, or an equivalent field of study OR Combination of education and experience -- Courses equivalent to a major in child or youth development, such as youth recreation, physical education, elementary education, secondary education, child development, psychology, social work, or an equivalent field of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in a child development or youth-related field. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-1, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include professional knowledge of early childhood development and education principles, concepts, methods, and techniques to plan and direct the training and curriculum elements for a large and diversified Child & Youth Programs Flight; Knowledge of child development principles, norms, behaviors, growth patterns and procedures to develop meaningful program services, establish criteria for developmentally appropriate child activity spaces, determine requirements for program materials and develop curriculum plans and activities. Plans activities that will promote the physical, social emotional and intellectual growth and development of children from infancy through age 18. Note: Your resume must show supporting details. OR EDUCATION: A bachelor's degree: my education included or was supplemented by major study in education or in a subject-matter field appropriate to the position to be filled. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of child and youth development theory, methodology, and practices relating to physical, emotional, cognitive, and social development of children and youth. Knowledge of DoD certification, Boys and Girls Clubs of America (BDCA), 4-H, and National Association for the Education of Young Children (NAEYC). Knowledge of safety and security regulations, practices, and procedures including National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), Food Services regulations, Environmental Protection Agency (EPA) regulations and requirements, and Consumer Product Safety Commission (CPSC) Playground guidlines. Skill in compiling and composing both quantitative and narrative reports, based on analyzing data and circumstances. Ability to plan, organize, and direct the functions and staff of small large sized orgaization. Ability to communicate effectively, both orally and writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
